Tribal Welfare Programme

Bharat Vikas Parishad took up Vanvasi Sahayata Yojana in 1992 for the welfare and uplift of the Vanvasis (tribal people) of the country in general and North Eastern states in particular.India has a population of over 8 crores Vanvasis living in over 1.40 lakh villages. Out of this, 27% of the Vanvasi people live in the North-East in extremely harsh conditions. These people have to contend with widespread insurgency, unemployment, militant activity, ethnic clashes, illegal influx of Bangladeshis and recurring floods.

Projects and Programmes

Parishad has taken up a number of projects and programmes for their welfare.  In addition, the Parishad is providing financial assistance through its state units to such other voluntary organisations, which are already running welfare projects for the Vanvasi brethren, medical and health centres.   

Some of the projects and programmes funded by BVP are as under:

  • Hospitals, dispensaries, medical and health centres  
  • School – primary, middle and higher secondary levels
  • Hotels for boys and girls
  • Single – teacher schools
  • Night schools (non-formal)
  • Libraries
  • Sanskar Kendras  
  • Archery training centre
  • Khel Kud centres
  • Knitting and sewing centres
  • Vocational training centres
    The financial assistance provided for the above projects/ programmes in the North Eastern States has been of the order of Rs. 5 to 20 lakhs annually during the years 1992 to 2000.  In the following years, we have been able to step up our contribution.During the year 2017-18, Prants contributed Rs. 1.72 lakh for projects in North Eastern states. Central Office disbursed  Rs. 5 lakh. In addition, non-North Eastern prants spent a sum of Rs. 8.13 lakh for projects in their own tribal areas. Thus the total expenditure on Vanvasi Sahayata Project amounted to Rs. 13.13. lakh.

हमारे देश में वनवासी/आदिवासी बन्धुओं की कुल संख्या 8 करोड़ से अधिक है। इनमें से 27% वनवासी उत्तर पूर्व के प्रान्तों (नागालैण्ड, मेघालय, अरुणांचल प्रदेश, असम इत्यादि) में, 50%, मध्य प्रदेश, महाराष्ट्र, छत्तीसगढ़, उड़ीसा, झारखण्ड एवं गुजरात में तथा शेष अन्य प्रान्तों में रहते हैं। ये लोग लगभग डेढ़ लाख गाँवों में बिखरे हुए हैं एवं ये गाँव पहाड़ियों, जंगलों, रेगिस्तानों एवं दुर्गम स्थानों पर स्थित हैं। अधिकतर गाँव कच्ची झोपड़ियों के समूह मात्र हैं जहाँ पक्की सड़कें, बिजली, पानी का नितान्त अभाव है। स्वास्थ्य एवं शिक्षा की सुविधाओं से यहाँ के निवासी नितान्त वंचित हैं वनवासी/आदिवासी दृढ़ चरित्र वाले एवं सीधे-सादे लोग होते हैं किन्तु शिक्षा के अभाव एवं प्रगित से दूर होने के कारण अंध विश्वासों की दुनिया में जीते हैं। विदेशी धार्मिक संस्थाएं भी इस स्थिति का लाभ उठाती हैं एवं धर्म परिवर्तन ने अलगाववादी आन्दोलनों को जन्म दिया है।

विकास के आधुनिक मॉडल ने वनवासियों के जीवन पर प्रतिकूल प्रभाव डाला है। सडकें,  डैम, कारखाने इत्यादि के निर्माण के लिए इन्हें उजाड़ दिया गया है। पुनर्वास की योजनाएं केवल कागजों पर हैं एवं भ्रष्टाचार में डूबी हुई हैं। इनकी जीविका के स्रोत, वनों का विनाश तेजी से हो रहा है। अत: जहाँ एक ओर प्रगति हो रही है वहाँ वनवासी अवगति के गर्त में ढकेले जा रहे हैं।

भारत को स्वतंत्रता प्राप्त किये हुए वर्षो बीतने पर भी वनवासियों में 72 प्रतिशत पुरुष एवं 85 प्रतिशत महिलाएं निरक्षर हैं। इनकी 75 प्रतिशत आबादी स्वास्थ्य सुविधाओं तथा 50 प्रतिशत बिजली के प्रकाश से वंचित हैं।

वनवासियों की इस शोचनीय स्थिति में परिवर्तन लाने के लिए ही वनवासी सहायता योजना प्रारम्भ की गई है। इस योजना के उद्देश्य निम्न प्रकार हैं:-

  • वनवासियों के हस्तशिल्प एवं अन्य कारीगरी की संरक्षित रखने तथा उनकी कुशलता बढ़ाने में सहायता करना।
  • स्वयं एवं अन्य संगठनों, जो कि इसी प्रकार के कार्यक्रमों में लगे हुए हैं, उनसे सम्पर्क स्थापित करके स्वास्थ, शिक्षा, रोजगार इत्यादि के क्षेत्रों में नव निर्माण करना एवं पुराने प्रकल्पों की आर्थिक सहायता करना।

उत्तर-पूर्व के प्रान्तों को इस योजना के अन्तर्गत 50 लाख रुपया वार्षिक सहायता दी जाती है। दूसरे प्रान्तों में भी इसी प्रकार के प्रकल्पों पर कार्य चल रहा है एवं कम से कम 50 लाख रुपये वार्षिक  खर्च किये जा रहे हैं।

Under the integrated village development  programme, work has been taken up in  Kaliwas – a tribal village in Rajasthan – at a cost of Rs. 1.62 crores
