Part A: National Office Bearers

Article 12B (iv) authorises the National Executive Committee to formulate Regulations for Election of office bearers of the Parishad.

1.       As per Rules 7(A), the following National office bearers shall be elected by the National Council
          represented by all individual members of Bharat Vikas Parishad:
              (i)  National President
             (ii) 
National Vice Presidents
            (iii)  National Secretary General
            (iv)  National Finance Secretary 

2.      The term of  National office bearers shall be of two years commencing from 1st April immediately followed by the election. As such, the election of  National office bearers shall take place after every alternate year. 

3.      The election of the National Office bearers shall generally be held and completed latest by 31st March in the year in which the term of two years for the office bearers expires. This is to enable the newly elected office bearers to take charge from 1st April, following the election.    

4.       National Executive Committee shall appoint  a Returning officer who will conduct the elections of National Office Bearers.  

5.       All members who have paid their membership fees in full for the year in which the elections will be held at least three months before the close of the year (by December) shall be eligible to participate in election process and voting at the meeting at all levels. 

6.       National Secretary General shall provide the list of all members of Parishad who are eligible to participate in the election process to the  National Organising Secretary, who shall verify and provide such verified list to the Returning officers so appointed to conduct the elections at National Level at least 1 month before the date of the meeting of the National Council where such elections are proposed to be held. 

7.       National Executive Committee at its meeting shall decide the day, date and time of the meeting of National Council for the purpose of holding the elections of National  office bearers. National Secretary General  shall send the notice of National Council meeting at least a month prior to the date of meeting.          

8.       The returning officer shall remain present at the meeting of National Council where the election of the National office bearers are proposed to be held and ensure that elections are held in accordance with the Rules and Regulations of Parishad and in just and fair manner. In the cases where due to unavoidable reasons, the returning officer  is unable to attend the meeting or is absent, the National President shall nominate National Organising Secretary in his absence any other member as the returning officer to conduct the elections.    

9.       The returning officer shall have no voting right to vote at the meeting.    

10.     The returning officer shall collect / invite the nomination for various positions. In case no such nomination is received for any of the position, the Returning Officer shall invite such nominations at the meeting. The nomination to be valid shall be signed by the person who has been nominated as his acceptance and by at least two members as proposers. Valid nominations shall be placed before the meeting for consideration of the members. 

11.     A person desirous to be elected as National office bearers shall possess the requite experience as provided in Rule 7(A) as under:

          (i)           National President: A person of national stature and reputation in the activities useful to the society;

          (ii)          National Vice Presidents: Person who has / who has been a member of the Parishad or of an affiliate member of the Parishad continuously for a period of   more than ten years and who has been a National Office Bearer for at least one  term;   

          (iii)         National Secretary General: A person who has been a National Office Bearer continuously for the last five years or more;

          (iv)         National Finance Secretary: A person, well versed in financial matters, who has been a National Office Bearer continuously for the last five years or more. 

12.     The candidate seeking election for any of the position must be present at the meeting. 

13.     The nomination for each of the position shall be seconded by at least two members present at the meeting and expressing their desire for the nominee to be elected for the proposed position. A member shall second only one candidate for one position.

14.    The returning officer shall make efforts to seek consensus approval. However, in case due to unavoidable differences there is no unanimous approval for a single candidate or there are more than one nomination for one position, the Returning Officer,  after the nomination is seconded, shall put the proposal for approval of members by show of hands. The election by secrete voting must be avoided. 

 15.   After ascertaining the votes of National Council, in favour and against, the returning officer shall
         announce the  name of person who secured the majority of votes as elected for the position and such
        announcement shall be considered as final and the position shall be considered as filled by the person,
        who has been declared elected by the returning officer.  
 

Part B: Prantiya Office bearers

Article 12B (iv) authorises the National Executive Committee to formulate Regulations for Election of office bearers of the Parishad which include Prantiya Office bearers. 

1.       As per Rule 7(C), the following Prantiya office bearers shall be elected by the Prantiya Council represented by the elected officer bearers of Affiliated Members located within the geographical areas of the respective Prantiya Council: 
              (i)  Prantiya President
             (ii) 
Prantiya Vice President/s
            (iii) 
Prantiya Secretary General
            (iv)  Prantiya Finance Secretary 

2.       The term of Prantiya Office bearers shall be of two years commencing from 1st April immediately followed by the election. As such, the election of office bearers shall take place after every alternate year. 

3.       The election of the Prantiya Office bearers shall generally be held and completed by 31st March in the year in which the term of two years for the office bearers expires. This is to enable the newly elected office bearers to take charge from 1st April, following the election.    

4.       Regional Executive Committee of Parishad shall nominate the Returning officers who will conduct the elections of Prantiya Office bearers of each of the Prant organisation operating within the geographic area under charge of Region. No person shall be nominated as returning officer of the Prant wherein he / she is a member of Prantiya Council.    

5.       A  person who is Primary Member of association affiliated to Parishad, has paid the membership fees in full for the year in which the elections will be held, at least three months before the close of the year (by December) and who by virtue of his / her holding the office bearer ship of the association as President / Secretary / Treasurer for the current year  in which the elections are to be held is a member of Prantiya Council, shall be eligible to participate in election process and voting to elect the office bearers of Prantiya team of Bharat Vikas Parishad.  

6.       A person shall have one vote for one position. Associate Member shall have no right to vote. 

7.      The Executive Committee of an Affiliated Member which has more than 150 members and has paid affiliation fee and other charges to Parishad shall have right to nominate two of its members, other than its elected office bearers, as additional representatives to be part of Prantiya Council. These additional representatives by virtue of their member of Prantiya Council shall be eligible to participate in election process and voting to elect the office bearers of Prantiya team of Bharat Vikas Parishad.  

8.       Prantiya General Secretary shall provide the updated list of members of Prantiya Council comprising the names of office bearers (President, Secretary and Treasurer) of each of the Affiliated Members holding the post for the current year and additional representatives, having paid their dues to Association / Parishad and is eligible to participate in the election process at the meeting of Prantiya Council. Prantiya Organising Secretary shall verify the list and provide the same to the returning officer appointed by the Regional Executive Committee at least 1 month before the date of the meeting of Prantiya Council.  

9.      Office bearers and additional representatives of Association, who have not paid their affiliation fees and other dues to Parishad, shall not be entitled to participate in the Prantiya Council and election process. 

10.     Prantiya Executive Committee at its meeting shall decide the date, time and venue for the meeting of Prantiya Council for the purpose of holding the elections office bearers. Prantiya General Secretary shall send the notice of Prantiya Council meetings at least a month prior to the date of meeting.

13.     The returning officer shall collect / invite the nomination for various posts. In case no such nomination is received for any of the post, the returning officer shall invite such nominations at the meeting itself. The nomination to be valid shall be signed by the person who has been nominated as his acceptance and by at least two members as proposers. Valid nominations shall be placed before the meeting for consideration of the members. 

14.     A person who has been an office bearer of an Association, affiliated to Parishad and operating within the geographical area of Prant, for at least one term shall be entitled to be elected as a Prantiya office bearer.   

15.     The candidate seeking election for any of the post must be present at the meeting. 

16.     The nomination for each of the post shall be seconded by at least two members present at the meeting and expressing their desire for the nominee to be elected for the proposed post. A member shall second only one candidate for one post.  

17     The returning officer shall make efforts to seek consensus approval. However, in case due to unavoidable circumstances there is no unanimous approval for a single candidate or there is more than one nomination for one position, the returning officer, after the nomination is seconded, shall put the proposal for approval of members by show of hands. The election by secret voting must be avoided.    

 18.   After ascertaining the votes of Prantiya Council, in favour and against, the returning officer shall announce the name of person who secured the majority of votes as elected for the post and such announcement shall be considered as final and the post shall be considered as filled by the person, who has been declared elected by the returning officer.

 

Part C: Office Bearers of Affiliated Members

1.       In accordance with Affiliation Regulations and as per Rule 8 of the Rules and Regulations for the Affiliated Members prescribed by Bharat Vikas Parishad, the general body of an Affiliated Member, consisting of its Primary Members, shall elect the following office bearers at its General Body meeting duly called for the purpose of holding elections.  
              (i)  President
             (ii)  Secretary

            (iii)  Treasurer 

In addition to the above office bearers, the Association may, as it may deem fit, elect not more than three persons as its Vice Presidents. Vice Presidents so elected shall have no right of participation in Prantiya Council, unless any one or two of them are nominated as additional representatives by the concerned Affiliated Member by virtue of its membership being more than 150 members as of the end of December prior to the holding of election. 

2.       The term of office bearers of an Affiliated Member shall be of two years commencing from 1st April immediately followed by the election. As such, the election of office bearers shall take place after every alternate year. 

3.       The election of the office bearers of Affiliated Members shall generally be held and completed by 31st March in the year in which the term of two years for the office bearers expires. This is to enable the newly elected office bearers to take charge from 1st April, following the election.    

4.       Prantiya Executive Committee shall nominate Prantiya Organising Secretary or any other member of its executive committee to oversee / supervise the elections of the office bearers by Affiliated Members operating within the geographical area of the Prant. No person shall be nominated as election observer / supervisor who himself / herself is a member of General Body of Association whose election is being observed / supervised by him / her.  

5.       All Primary members who have paid their membership fees in full for the year in which the elections will be held at least three months before the close of the year (by December) shall be eligible to participate in election process and voting to elect the office bearers of the Association. 

6.       A person shall have one vote for one position. Associate Member shall have no right to vote. 

7.       Secretary / Organising Secretary of Association who is an affiliated member of Parishad shall prepare list of all its primary members who has paid its dues to the Association and who is eligible to participate in the election process at the meeting of General Body of Association. President of the Association shall verify the list of eligible members and provide the same to the observer / supervisor appointed by the Prantiya Executive Committee at least 1 month before the date of General Body Meeting where election of the office bearers is proposed to be considered.      

8.       Executive Body of the Affiliated Member shall decide the  day, date and time for holding the General Body meeting of Association for the purpose of conducting the elections of its office bearers. Secretary of the Affiliated member shall sent the notice of General Body meetings at least 15 days prior to the date of meeting. 

9.      The election observers / supervisors shall remain present at the General Body Meeting of the Association where the election of the office bearers are proposed to be held and ensure that elections are held in accordance with the constitution of the Association and / or Rules and Regulations prescribed by Parishad, in just and fair manner. In the cases where due to unavoidable reasons, the election observer / supervisors so nominated by the Prantiya Executive Committee is unable to attend the meeting or is absent, the President of the Association shall nominate its Organising Secretary  and in his absence any other member as the election observer / supervisors.  

10.     The election observer / supervisor shall have no voting right to vote at the meeting where is / she is responsible to conduct the elections.  

11.     The election observer / supervisor shall collect / invite the nomination for various positions. In case no such nomination is received for any of the position, the election observer / supervisor shall invite such nominations at the meeting itself. The nomination to be valid shall be signed by the person who has been nominated as his acceptance and by at least two members as proposers. Valid nominations shall be placed before the meeting for consideration of the members. 

12.     A person who has been a Primary Member of an Association, affiliated to Parishad and operating within the geographical area of Prant, shall be entitled to be elected as a office bearer of Association.
