Meeting of the National Governing Board: February, 2012
National Governing Board of the Bharat Vikas Parishad held its annual meeting at Pune on the 4th and 5th February, 2012. It was attended by 192 members.

The meeting was presided over by Shri R.P. Sharma, National President who made the introductory remarks and also delivered the Presidential Address on the concluding session of the meeting. He said that in view of the Golden Jubilee of the Parishad as well as 150th birth anniversary of Swami Vivekananda next year, we shall be taking up special programmes throughout the year as already chalked out.

   

Dr. Kalyan Gangwal, M.D. graced the occasion as the Chief Guest. He said that he was happy to be invited to the meeting. He emphasized that in addition to physical health of the people, their mental and social health is equally important. He explained that vegetarianism for which he was campaigning could help achieve this and suggested that Parishad could take up it as one of its projects.

In the concluding session, Swami Ram Chandra of Ramakrishna Mission blessed the delegates. In a very inspiring discourse he said that serving the poor  is the real worship. Shri Bhageyaji, renowned social worker, also addressed the delegates.

   
   

Following were the highlights of the other items taken up in the meeting:

  • The minutes of the last meeting of the NGB held on 5th-6th February, 2011 at Moradabad were presented and confirmed after discussion.
     

  • Shri S.K. Wadhwa, National Secretary General, presented his report of activities for the year 2010-11 which was approved by the House.  
     

  • Six  Vikas Samparpit were facilitated viz S/Shri Mahesh Chander Sharma, Satish Chander Anand, S. P. Agarwal, B. L. Parashar, S. N. Bhandari and Chander Prakash.

  • Four new Vikas Ratna present were facilitated viz. S/Shri B.L. Gagar, B.B. Rupani, and Sitaram Pareek and Harish Bajaj.
     
  • Dr. Kanhya Lal Gupta, National Finance Secretary, presented the Audited Accounts for 2010-11 which were approved.  Shri O.P. Kanoongo, National Auditor General presented the report in regard to submission of audited accounts by the Prants.  
     

  • Zonal Chairmen / Zonal General Secretaries presented organizational reports in respect of their Zones. Thereafter, Shri Harish Jindal presented organizational report for the year 2011-12.   Prantiya General Secretaries presented reports on their activities during the year 2011-12.  Shri S.K. Wadhwa, National Secretary General, presented the minutes of the Apex Body held during the 2011-12 which were approved.   There was a session for Muktchintan in which Shri R.P. Sharma, National President responded to the queries of the members.
     

  • The National Governing Board unanimously elected four National Office Bearers for the years 2012-14:   (a) National President - Justice Vishnu Sadashiv Kokje  (b) National Working President - Prof. Satya Prakash Tiwari (c) National Secretary General - Shri Surinder Kumar Wadhwa, and (d) National Finance Secretary - Dr. Kanhya Lal Gupta.

राष्ट्रीय अधिवेशन-2011 - National Conference:2011
भारत विकास परिषद् के 11वें अन्तर्राष्ट्रीय एवं 26वें राष्ट्रीय अधिवेशन का शुभारम्भ स्वामी माधव प्रपन्नाचार्य जी महाराज के उद्बोधन से 24 दिसम्बर, 2011 को चण्डीगढ़ में हुआ। इस अवसर पर उन्होंने प्रतिनिधियों को सम्बोधित करते हुए कहा कि भारत विकास परिषद् उन श्रेष्ठ कार्यकर्ताओं का संगठन है जो स्वामी विवेकानन्द जी, जिनके ज्ञान एवं व्यक्तित्व का लोहा अमेरिका जैसे सुपर पावर देश ने भी माना, से प्रेरणा लेकर और उन्हें आदर्श मानकर चल रहा है।

परिषद् के राष्ट्रीय अध्यक्ष रवीन्द्रपाल शर्मा की अध्यक्षता में आरम्भ हुए इस द्वि-दिवसीय अधिवेशन में मुख्य अतिथि गीता मनीषी ज्ञानानन्द जी महाराज थे। सभी स्थानों से लगभग 2850 प्रतिनिधि पधारे।

राष्ट्रीय अध्यक्ष ने बताया कि स्वामी जी के जन्म शताब्दी वर्ष 1963 में मातृभूमि की सेवा में समर्पित प्रबुद्ध नागरिकों ने एक विशिष्ट संगठन ‘भारत विकास परिषद्’ स्थापित किया था। यह सुखद संयोग ही है कि स्वामी विवेकानन्द जी की 150वीं जयन्ती के साथ-साथ भारत विकास परिषद् अपनी स्थापना की स्वर्ण जयन्ती भी मना रहा है। स्वामी जी ने परिषद् में युवकों को लाने और उन्हें संस्कारित करने का संदेश दिया था।

इस अवसर पर मुख्य अतिथि स्वामी ज्ञानानन्द जी ने परिषद् के संस्थापक डॉ॰ सूरज प्रकाश की स्मृति में राष्ट्र ऋषि नाना जी देशमुख द्वारा स्थापित दीनदयाल शोध संस्थान को ग्रामीण विकास और उत्थान हेतु 1 लाख रुपये की राशि भारत विकास परिषद् उत्कृष्टता सम्मान के रूप में दी। इस वर्ष का यह सम्मान ग्राम विकास के क्षेत्र में उत्कृष्ट कार्य करने के लिए ‘दीनदयाल शोध संस्थान को दिया गया, जिसे संस्थान के राष्ट्रीय सचिव डॉ॰ भारत शर्मा ने ग्रहण किया।

स्वामी ज्ञानानन्द जी ने इस अवसर पर मानव मूल्यों की चर्चा करते हुए बताया कि परिषद् सम्पर्क, सहयोग, संस्कार, सेवा और समर्पण का मूल मंत्र लेकर चल रहा है जो हमारी संस्कृति के आधार हैं। उनका कहना था कि हमारे यहाँ तो कर्म को त्याग भाव से करने की प्रेरणा दी गई है। और आवश्यकता है कि युवाओं में सेवा भाव जगाया जाये, उन्हें संयम और मर्यादा की प्रेरणा दी जाये ताकि देश में फैला भ्रष्टाचार समाप्त हो।

परिषद् के राष्ट्रीय महामंत्री एस के वधवा ने बताया कि सन् 1963 में दिल्ली में प्रारम्भ एक शाखा से अब समस्त देश में परिषद् की 1200 से अधिक शाखाएँ हैं और लगभग 1,00,000 सदस्य निःस्वार्थ भाग से सामाजिक सेवा के कार्यों में जुटे हुए हैं। राष्ट्रीय प्रकल्प विकलांग सहायता एवं पुनर्वास योजना क्रियान्वयन के लिए आज समूचे देश में 13 विकलांग सहायता केन्द्र एवं 98 पुनर्वास केन्द्र कार्य कर रहे हैं।

इस अवसर पर डॉ॰  के एल गुप्ता, राष्ट्रीय वित्त मंत्री ने बताया कि परिषद् के आज तक 92 विकास रत्न एक-एक लाख की राशि देकर बन चुके हैं, जिसके ब्याज से राष्ट्रीय आपदाओं से पीड़ितों की सहायता की जाती हैं।

उपरोक्त द्वि-दिवसीय अधिवेशन सत सत्रों में विभक्त था। 5 सत्र प्रथम दिन और 2 अन्तिम अर्थात् 25 दिसम्बर, 2011 को आयोजित हुए। छठे सत्र में श्री वीरेन्द्र यागनिक के स्थान पर राष्ट्रीय अध्यक्ष श्री आर पी  शर्मा जी ने स्वामी विवेकानन्द के 150वं जन्म दिवस और परिषद् की स्वर्ण जयन्ती के सम्बन्ध में विस्तृत जानकारी दी। संगठन, सेवा और संस्कार सम्बन्धी प्रतिवेदन भी अलग-अलग सत्रों में प्रस्तुत किये गये। अन्तिम सत्र में श्री अजय दत्ता (राष्ट्रीय मंत्री, विस्तार) द्वारा स्वागत भाषण के माध्यम से पुनः सबका परिचय कराया गया।

मुक्त चिन्तन में राष्ट्रीय अध्यक्ष द्वारा सदस्यों की जिज्ञासाओं का समाधान किया गया। इस सत्र की मुख्य वक्ता पंजाब सरकार में मंत्री श्रीमती लक्ष्मी कान्ता चावला द्वारा अपने ओजस्वी प्रवचन में देश के बलिदानियों का जो इतिहास बताया गया वह वास्तव में लोमहर्षक था। उनका कहना था कि इन तथ्यों से आज की युवा पीढ़ी को अवगत कराना नितान्त आवश्यक है जो विदेशी प्रभाव से अपनी प्राचीन परम्पराओं और संस्कारों को भूलती जा रही है। विशिष्ट अतिथि श्री बजरंग लाल गुप्ता जी ने भी अपने प्रेरणादायक विचार व्यक्त किए।

आयोजकों द्वारा आभार आदि व्यक्त करने के उपरान्त परिषद् का ध्वज उतारा गया और राष्ट्र गान के साथ यह अधिवेशन सफलता पूर्वक सम्पन्न हुआ।

FINANCIAL AID FOR THE PURCHASE OF MACHINERY, EQUIPMENTS ETC. FOR SERVICE PROJECTS

It has been decided to sanction and distribute financial aid totalling  Rs. 25 lakhs during current year 2011-12. These funds will be sanctioned / disbursed on the basis of Project Reports submitted for service projects being run by Bharat Vikas Parishad Branch / Prant  / Trust.

The following rules will be applicable  for sanctioning of the financial aid :

1. Applicant Branch / Trust / Prant is running the service project in the building owned by it.

2. Fixed Equipment (s) are required for such project but the applicant unit does not have the required financial resources for the purchase of such equipment (s).

3. Photostats copies of documents of land and building, financial statements and details of bank account for the last two years must be enclosed with the application.

4. After sanction of grants-in-aid, the equipment will be purchased in the name of Bharat Vikas Parishad and cheque /cheques payable at par will be issued by the Central Office in the name of the supplier.

5. The grant sanctioned will have to be utilized before 31st March 2012.

Application must reach the Central Office at the earliest and latest by 31st January 2012.

UTKRISHTATA SAMMAN FOR EXCELLENT WORK IN GRAM VIKAS FIELD

The meeting of selection committee, chaired by Honb'le Justice Ramesh Chand Lahoti Ex. Chief Justice of India held on 13th Oct. attended by Justice M. Rama Jois along with Parishad Office Bearers, decided to give this award to Deen Dayal Shodh Sansthan, New Delhi. This Sansthan has developed nearly 500 villages till date.


This honour will be conferred on the recipient in All India National Conference to be held at BVP Charitable Diagnostic Centre at Indira Holiday Home Chandigarh on 24th & 25th December 2011.


Further suggestions are invited from members of B.V.P. for the selection of subject for the above award for the year 2010-11.


In the past we have given this Samman in the field of SANSKAR, SEWA, ENVIRONMENT, VILLAGE DEVELOPMENT.

 

Please send your suggestions by 20th December, so that suitable subject can be announced in National Conference to be held at Chandigarh. Members proposing the accepted subject shall be duly honoured.

ELECTION RULES FOR NATIONAL, PRANTS AND 
BRANCHES OFFICE BEARERS: 2012-13

A. ELECTION RULES FOR NATIONAL OFFICE BEARERS                                 

1. Article 31(B) of the Constitution empowers the National Governing Board to elect the following four office bearers:-    
          1. National President.                     2. National Working President
          3. National Secretary General    4. National Finance Secretary 

2.  N.G.B. shall consist of the following and they form the Electoral College as per  Article 30 of the Constitution:
          a. All members of the National Executive.
          b. All members of the Zonal Executive.
          c. Presidents of All the Prants having 6 or more branches.
          d. General Secretaries of all Prants.
          e. Treasurers of the Prants having 25 or more branches.
           f. Organizing Secretaries of Prants having more than 50 branches.
          g. Members nominated by the Apex Body. 

3.  A meeting of the National Governing Board shall be called at least two months  prior to expiry of the term of elected National Office Bearers to elect the office bearers for the next term. 

4. Such elections shall be conducted in the meeting of the national governing board under the    
   supervision of National Election Committee, constituted under rule 13 of the Rules of the Parishad. 

5. The candidates except the President must possess the following qualifications:
     a. He/She must be a member of Bharat Vikas Parishad continuously at least for the last   
         ten years.
     b. He/She must be a National Office Bearer at least for current four years
          continuously.

6. The nominations for the post of Working President, National Secretary General and Finance Secretary will be proposed by any member of National Executive and seconded by any member of National Governing Board. However, the name for the post of President be proposed and seconded by any member of the Apex Body only. 

7. All the candidates must be physically present in the election meeting. 
 

B. ELECTION RULES FOR PRANTS

Procedure 
1. The election will be held for the posts of President, General Secretary and  Treasurer in all Prants, except those having less than 6 branches.  

2. The Returning Officer for the election will be nominated by the Zonal Election Officer appointed by the National Election Committee with the consultation of Zonal Chairman, and his name will be sent to the Central Office and to the Prantiya General Secretary up to 15th December. The Returning Officer should not be from the same Prant.

3.  (a) The last date for holding elections shall be 31st January. However, in case   of exceptional circumstances, maximum one month’s extension may be granted by the Zonal Election Officer.
    (b)  If the elections are not completed even upto  28th  February the election meeting shall be called by Returning Officer/Zonal Secretary and elections  shall be completed by  31st March.
    (c)  If it is not possible to complete elections even by 31st March, the office-bearers shall be nominated by Zone with the approval of the Centre. 

4. (a)  The election will  take place in the meeting of the Prantiya Council as it existed on 31st December . The General Secretary of the Prant / Returning Officer shall issue 15 day’s notice for this meeting.     

(b)   The date and place of the election meeting shall be decided well in time. The Prantiya  General Secretary shall    intimate the same to Returning Officer and Zonal Secretary latest by 31st December. 

5. The General Secretary shall prepare the list of eligible voters as on 31st December and  shall send it to the Returning Officer and Zonal Secretary by 7th January.

6. The quorum for the election meeting shall be one-fourth of the total strength of the members of the Prantiya Council, having voting rights.

7. An eligible voter may either propose or second any one candidate only. No  candidate shall propose or second any other candidate for any post. 

8. The candidate must be physically present in the election meeting and express his/her willingness for his/her candidature. 

9. In case of two or more candidates proposed for one post, the election will be conducted by secret ballot and in case of equal number of votes polled to two or more candidates for the same post, the result will be taken by draw of lots. 

10. (a)   Any objection at the time of election shall be decided by the Returning Officer. Any member aggrieved with the decision of the Returning Officer, may file an appeal within one month to the Chairman National Election Committee, who shall decide the same within one month.
     (b) The decision of the National Election Committee will be final and binding upon all concerned and shall not be called in question in any court of law.         

ELIGIBILITY FOR VOTERS 

11. All the members of the Prantiya Council constituted under Article 17 read with Article 18 & 19 of the Constitution of the Parishad, which are as under, shall be eligible to participate and vote in the election:
(i)   The Presidents, Secretaries and Treasures of all the branches.
(ii)  All the nominated delegates of the branches having members exceeding 50.
(iii) All members of Prantiya Executive Committee.
(iv) All the Presidents & Secretaries of District Committee
(v)  All the members of National and Zonal Executive who are members in any
      Branch of that Prant.  

EXPLANATIONS

(a) As per Article 17 (ii), the Branch Executive is entitled to nominate one delegate for every   additional membership of 50 or part thereof, to the Prantiya Council. 

(b)  As per rule 27 of the by laws of the Parishad, the number of the Executive Committee  members including office bearers at Prant level shall not exceed the number of branches in the Prant. Therefore, where there are more members of the Prant Executive, only members of the Prant Executive mentioned in clause (iii) above, shall be entitled to participate in the election proceedings and vote, as many branches, as existed on 31st December and for the purpose the list of the members will start from bottom to top continuously. If any one among those members is absent or otherwise not eligible to vote he/she will not be substituted by another person. 

(c)  No Office Bearer of the District Committee which is established in violation of the constitution shall have the voting
       right. 

(d) No person will have a right to more than one vote for one post in any circumstance.

12. Only those members of the Prantiya Council shall participate in the election meeting, whose names have been verified from the records of the Central Office as on 30th September.

13. A member shall be eligible to vote only if he/she has paid all his dues by 30th September and his branch is also eligible to participate in the election meeting.

14 (a) In case of old Branches, only those branches will be eligible to participate in the election:
(i)
   which have been constituted up to 30th September; (ii)   which have paid their full Prantiya and Central subscriptions according to the membership as on 30th September; and (iii)     which have sent the list of all their members to Central Office latest by 30th September.

14(b). In case of new Branches, only those branches will be eligible to participate in the election:
(i)     which have been constituted up to 31st December; (ii)    which have paid their full Prantiya and Central subscriptions according to the membership as on 31st December; and  (iii
)    which have sent the list of all their members to Central Office latest by  31st December. 

ELIGIBILITY FOR THE CANDIDATES

15. Only that member can be a candidate:

(i)   who is a member of the BVP continuously  for complete 4 years,
(ii) who has been a member of Prantiya Council / Executive for at least one  complete year excluding the current year,
 (iii) whose branch is eligible to participate in the election proceedings. 

16.  No member shall be eligible to be elected as an Office-Bearer in the following  circumstances:-

          (i)       If he has been convicted for an offence involving moral turpitude, or
          (ii)      If he is an office-bearer of a political party, or
          (iii)     If he is addicted to any intoxication, or
          (iv)     If he is guilty of "not handing over charge or not rendering accounts"  as an Office-Bearer at any level at any
                     time, or
          (v)      If he has been found guilty of committing financial irregularities at any level at any time, or
          (vi)     If he has not paid all his dues upto 30th September, or
          (vii)    If he will attain the age of 75 years as on 31st March, or
          (viii)   If he is found indulging in any undesirable activities or
          (ix)     If he is designated as Chief Patron/Patron at any level. 

17.No Office-Bearer shall be allowed to contest for the same post for the third term.  


C. ELECTION RULES FOR BRANCHES

Procedure
1.  The election will be held for the posts of President, Secretary and Treasurer in all
       branches, except those constituted on or after 1st October.  In such branches the sitting    
     / working office-bearers shall continue. 

2. The Prantiya Election Officer in consultation with the Prantiya President will nominate the Returning Officer for the election of the office bearers of the Branches and inform the branch Secretary up to 31st December. The  Returning Officer shall not be the member of the same branch. The Prantiya Election Officer will be nominated by the National Election Committee. 

3. (a)  The last date for holding elections shall be 28th February. However, in case of exceptional circumstances, maximum one month’s extension may be granted by the Prantiya Election Officer.

    (b)  If it is not possible to complete elections even by 31st March, the Administrator shall be nominated by the Prantiya Election Officer in consultation with the Prantiya President, who will ensure that the elections are held within a month.

4. (a)  The election will take place in the meeting of General Body as it existed as on 31st December. For this meeting 10 days notice shall be issued by the Returning Officer / Branch Secretary.

    (b)  The date, time and place of the election meeting shall be decided well in  time by the branch (in consultation with the Returning Officer) and the Branch Secretary shall intimate the same to the Returning Officer and to the Prantiya Election Officer by 31st January. 

5.The Branch Secretary shall prepare the list of eligible voters as on 31st December and shall send  the same to the Prantiya Election Officer and to the Returning Officer before 31st January. 

6. The quorum for the election meeting shall be one-fourth of the total strength of the members of the branch having voting rights.

7. An eligible voter may propose or second any one candidate for one post only. No candidate shall propose or second any candidate for any post. 

8. The candidate must be physically present in the election meeting and express his/her willingness for his/her candidature.

10. The Returning Officer may take the help of any senior member for conducting the election, if he needs. The person conducting the elections will not have the voting right.

    (b) Any member aggrieved with the decision of the Returning Officer, may file an appeal within one month to the Prantiya Election Officer, who shall submit his report to the Zonal Secretary for final decision. 

    (c)The decision of the Zonal Executive Committee will be final and binding upon all concerned and will not be called in question in any Court of Law.

12. A member shall be eligible to vote only if he has paid all his dues up to 31st December. 

13. The candidate must be a member of the same branch at least for one complete financial year.

14. No member shall be eligible to be elected as an Office Bearer in the following  circumstances:

          (i)       If he has been convicted for an offence involving moral turpitude, or

          (ii)      If he is an Office-Bearer of a political party, or

          (iii)     If he is addicted to any intoxication, or

          (iv)     If he is guilty of “not handing over charge or not rendering account”  
                   as an Office Bearer at any level, at any time, or

          (v)      If he has been found guilty of committing financial irregularities at
                   any level at any time, or

          (vi)     If he has not paid all his dues up to 31st December, or

          (vii)    If he will attain the age of 75 years as on 31st December, or

          (viii)   If he is found indulging in any undesirable activities, or

          (ix)     If he is designated as Chief Patron/Patron at any level. 

15. Office-Bearer may hold the same office normally for two terms only. 

16. Although husband and wife both have individual votes, but only one of them can contest the election at a time.


राष्ट्रीय पदाधिकारी बैठक: 2011

देव भूमि उत्तराखण्ड के प्रवेश द्वार तलीताल (नैनीताल) में 27-28 अगस्त 2011 को उपरोक्त बैठक आयोजित करने का सौभाग्य प्राप्त हुआ। 27 अगस्त को उद्घाटन सत्र का विधिवत् उद्घाटन पूरे भारत के जाने-माने पुरातत्ववेत्ता पद्यश्री डा॰ यशोधर मठपाल के कर कमलों से हुआ। दीप प्रज्ज्वलन और वन्दे मातरम् के औपचारिक गायन के उपरान्त जोन-4 के सचिव श्री सुनील खेड़ा ने सभी अभ्यागतों का गर्म जोशी से स्वागत किया और रा॰ महामंत्री श्री एस॰के॰ वधवा द्वारा 4-5 सितम्बर 2010 को हरिद्वार में आयोजित बैठक की कार्यवाही पढ़कर उसकी सम्पुष्टि करवाई गई। विशिष्ट अतिथि ने भारतीयों को ‘अमृतस्य पुत्राः’ कह कर आगे कहा कि स्वामी विवेकानन्द ने राष्ट्रदेव की चिन्ता की थी। शायद इसीलिए सुभाष चन्द्र बोस ने कहा था कि यदि विवेकानन्द जीवित होते तो मैं उनके चरणों में होता। धरोहरों के अनूठे व्यक्तित्व ने जगत को एक नीड़ बताते हुए कहा कि वाल्मीकि रामायण में राम के चरित्र में पूरे भारत के दर्शन होते हैं। भातरीय संस्कृति के दीपक को जलाए रखना हमारा कत्र्तव्य है, इसलिए भी देव नागरी को अपना कर हम अपनी भारत माँ की पहचान बनाए रख सकते हैं। 2011 में आयोजित होने वाली National Conference  के सम्बंध में भी विचार विमर्श हुआ।

दूसरे सत्र में श्री हरीश जिन्दल, राष्ट्रीय संगठन मंत्री, द्वारा वर्ष भर में शाखाओं और सदस्यों की प्रगति का ब्यौरा दिया गया। वर्ष 2012-13 में भा॰वि॰प॰ की स्वर्ण जयन्ती और स्वामी विवेकानन्द की 125वीं जयन्ती के उपलक्ष में कौन-कौन से कार्यक्रम किए जाएँ, इस विषय पर श्री नीरज गुप्ता ने अपने विचार रखे। डा॰ के॰एल॰ गुप्ता राष्ट्रीय वित्त मंत्री द्वारा केन्द्रीय शुल्क और बजट आदि की जानकारी दी गई।

द्वितीय सत्र में भा॰वि॰प॰ ने लेह में जो-जो कार्य निष्पादित किए हैं उनकी जानकारी श्री यशपाल गुप्ता द्वारा दी गई। यह एक सराहनीय कदम है। श्री ओ॰पी॰ कानूनगो ने लेखा-जोखा कैसे बनाया जाए इस विषय में शाखाओं/प्रान्तों को सचेत किया। रा॰स॰गान प्रतियोगिता के विषय में भी श्री एस॰एन॰ पाण्डा द्वारा सुझाव आमन्त्रित किए गए।

तृतीय सत्र में प्रो॰ सत्यप्रकाश तिवारी द्वारा शिक्षण संस्थाओं में गोष्ठियों के आयोजन, श्री हरीश जिन्दल द्वारा उत्कृष्टता सम्मान, महेश शर्मा चेयरमेन प्रकाशन द्वारा ‘ज्ञान प्रभा’ व अन्य प्रकाशनों के सम्बंध में सभी को जानकारी दी। डा॰ धर्मवीर सेठी ने ‘नीति’ के प्रकाशन का ब्यौरा विस्तार से प्रस्तुत किया।

28 अगस्त को प्रौढ़ संस्कार शिविर के सम्बंध से प्रो॰ सतीश आनन्द ने, संविधान और नियमावली में संशोधन के लिए श्री अस्थाना ने और प्रान्तों के पुनर्गठन के सम्बंध में श्री वधवा ने प्रकाश डाला। अन्तिम सत्र में मुक्त चिन्तन के अन्तर्गत रा॰ अध्यक्ष द्वारा अधिकारियों के प्रश्नों का समाधान किया गया और सुझावों को नोट किया गया। रा॰ कार्यकारी अध्यक्ष आई॰डी॰ ओझा ने द्विदिवसीय समस्त विचार विमर्श को सूत्र रूप में समेटा। अन्त में प्रान्तीय अध्यक्ष भगवान सहाय द्वारा सभी का आभार एवं धन्यवाद प्रकट किया गया। राष्ट्रीय गीत के साथ प्रस्तुत बैठक सफलता पूर्वक सम्पन्न हुई।

This program is must for all branches across the country. Time fixed for Human Chain is 8:00 am to 10:00 am.)
 
The branches can take assistance of local institutions, service organizations, schools, colleges, clubs, NGOs etc.
 
For the above the branches may use the following materials: Caps, T-Shirts, Placards, Banners, National & BVP Flags, Distribution leaflets containing information of BVP activities and Swami Vivekanand.
Important: 
 
The designs for all the materials (logo, letter head, and leaflets) & slogans for banners will be provided by the Centre to maintain uniformity across the country.
 
Essay Competition for Std 9 to 12 in several Schools
  At branch level. Best three essays to be sent to Prant.
April to Sept 2012  Prant will choose best three essays received from the branches and sent them to the Centre.

 Centre will award best five Elocutions / Papers at a National level.

10-07-2012 Inaugural Ceremony on 12th January, 2012.
All branches must celebrate this with some kind of cultural program.

To celebrate the Swaran Jayanti of Bharat Vikas Parishad & 150th Birth Anniversary of Swami Vivekanand, all branches must take one programme every month from January 2012 through July 2013. The programs could be:

Prant Level:

 
Organize a Press Conference of National media (Print & electronic) on any convenient date before 12-01-2012 detailing the programs to be taken up by the Prant and Branches to celebrate the Swaran Jayanti & 150th Birth Anniversary of Swami Vivekanand.
 
All such 27 places wherein Bharat Vikas Parishad has installed the statue of Swami Vivekanand a special programme be organized at Prant Level.
 
Install the statue of Swami Vivekanand or get the main chouraha/crossing junctions, roads named after him wherever possible across the country.

All Prants are advised to take up one permanent project of Sewa or Sanskar or Education - such as:
1. Medical Dispensaries
2. Small Hospitals
3. Diagnostic Centers
4. Sanskar Kendras
5. Adoption of Schools
6. Reading / Study Rooms
7. Libraries
8. Yoga Kendras / Classes
9. Vridha / Widow Ashrams, etc.

A Trust, whose gross income was more than Rs. 1.60 lacs in the financial year 2010-11, is  required to file its Income-tax Return by 30th Sept 2011 in Form No. 7. The delay in filing, irrespective of the net income, shall attract penalty @ Rs. 100/- per day, Hence, please ensure that not only accounts are audited but the IT Return is also filed before 30th Sept 2011.

National Executive Committee Meeting 2011
Some of the important decisions taken at the meeting of the National Executive Committee held on 10th April, 2011are as under:

  1. Cutoff date of receipt of Central Share from old branches will be 30th September.
  2. Cutoff date of receipt of Central Share from new branches will be 31st December.
  3. National level Bharat Jano Competition will be held at Dehradun, national level NGSC will be held at Bangalore, national level NSGSC will be held at Moradabad and Praud Sanskar Shivir will be held at Goa. Dates will be announced later on.
  4. 150th Birth Anniversary of Swami Vivekananda  will be celebrated in a big way all over the country in January 2013.

राष्ट्रीय कार्यकारिणी बैठक 2011
वर्ष 2011-12 के आरम्भ से परिषद् के शीर्षस्थ अधिकारियों ने दूरदृष्टि रखते हुए एवं सकारात्मक पग उठाते हुए यह निर्णय लिया कि परिषद् के प्रभावी प्रसार और प्रचार के लिए विभिन्न राष्ट्रीय प्रकल्पों से जुड़े संयोजकों एवं दायित्वधारियों की बैठकें/कार्यशालाएँ केन्द्रीय कार्यालय में आयोजित की जाएँ जिससे सभी कार्यकर्ताओं को उनका कर्त्तव्य बोध कराया जा सके। इस सराहनीय सोच की शृंखला में प्रथम बैठक राष्ट्रीय कार्यकारिणी की रविवार 10 अप्रैल को केन्द्रीय कार्यालय में राष्ट्रीय अध्यक्ष श्री आर.पी.शर्मा जी की अध्यक्षता में आयोजित की गई।

पारम्परिक दीप-प्रज्ज्वलन एवं वन्देमारतरम् के सामूहिक गायन के उपरान्त राष्ट्रीय महामंत्री श्री एस.के.वधवा ने सभी उपस्थित सभासदों का स्वागत किया। इस उद्घाटन-सत्र की विशेषता थी वर्ष 2011-12 के नवनिर्वाचित राष्ट्रीय पदाधिकारियों का दायित्व-ग्रहण। इस प्रक्रिया को मैं एक पावन-अनुष्ठान मानता हूँ। तदुपरान्त रा॰ अध्यक्ष ने प्रस्तुत बैठक की अनिवार्यता और महत्ता पर प्रकाश डाला। रा॰ महामंत्री ने गत 26-27 जून 2010 की रा॰ कार्यकारिणी की बैठक की कार्यवाही और उसमें लिए गए महत्त्वपूर्ण निर्णयों को प्रस्तुत कर उसकी पुष्टि कराई। सभी सभासदों द्वारा आत्म-परिचय के साथ प्रथम सत्र समाप्त हुआ।

चाय-पान के उपरान्त 11.30 बजे से आरम्भ हुए दूसरे सत्र में 9 विभिन्न विषयों पर तत्सम्बन्धी अधिकारियों द्वारा विचार व्यक्त किए गए। शाखाओं और सदस्य संख्या में विस्तार (श्री एस.के. वधवा), संगठनात्मक प्रणाली एवं उत्कृष्टता सम्मान (हरिश जिन्दल), संविधान के महत्त्वपूर्ण बिन्दु (एस.एस.अस्थाना), नियमावली की जानकारी (सतीश चन्द्र), बजट 2011-12 (डा॰ के.एल. गुप्ता), ट्रस्ट और प्रापर्टीज़ (वीरेन्द्र सभरवाल), लेखा (सम्पत खुरदिया) और बी.वी.पी. कार्यशाला पर डा॰ चम्पा श्रीवास्तव ने अपने विचार रखे। इस सत्र की महत्त्चपूर्ण प्रस्तुति थी स्वामी विवेकानन्द जी की 150वीं जयन्ती के उपलक्ष्य में विस्तृत कार्य-योजना जिसे श्री वीरेन्द्र यागनिक जी ने बड़े विस्तार से लिपिबद्ध कर सबको अवगत कराया। सन् 2013 में परिषद् की भी स्वर्ण जयन्ती आ रही है, एतदर्थ दोनों आयोजनों को किस भव्यता से मनाया जाए, कि उस पावन-पर्व की गरिमा बनी रहे, इसकी विस्तृत रूप-रेखा प्रस्तुत की गई।

मध्याह्न-भोज के उपरान्त संस्कार, सेवा, सम्पर्क और संगठन से जुड़े अधिकारियों ने अपने अनुभवों को परस्पर बाँटा। अन्तिम सत्र में मुक्त-चिन्तन के अन्तर्गत बैठक में सहभागिता कर रहे सदस्यों की जिज्ञासाओं का रा॰ अध्यक्ष द्वारा उचित समाधान किया गया। रा॰ उपाध्यक्ष जस्टिस वी.एस. कोकजे जी (इन्दौर) ने सुझाव दिया कि राज्यों एवं केन्द्र सरकार द्वारा चलाई जा रही विभिन्न योजनाओं से परिषद् भी लाभान्वित हो सकती है। अतएव तत्सम्बन्धी जानकारी भी प्राप्त की जानी चाहिए। धन्यवाद ज्ञापन के साथ राष्ट्रीय कार्यकारिणी की बैठक सफलता पूर्वक सम्पन्न हुई। ध्यान रहे इस बैठक में सभी प्रदेशों से 92 दायित्वधारियों की सहभागिता रही।

Accounts for the year ended 31st March, 2011
As per Rule No. 8 of our Bye-laws, audited Annual Accounts (Balance Sheet, Income & Expenditure Account and Audit Report) for the above year are to be submitted by each Branch to their Prant by 30th April, 2011 and by each Prant to Centre by 31st May, 2011. The Prants are requested to inform to the Central office latest by 25th June 2011 the names of those branches (with names & mobile numbers of their office bearers during 2010-11) whose accounts are not received by them by 20th June, 2011 so that inspection of all such branches can be carried out by nominated inspectors in July-Aug 2011. Further, the Prant must ensure that its Treasurer / office- bearer attends the Workshop scheduled for 3rd July, 2011 at Delhi.
