ध्येय वाक्य `त्रिवेणी जल ही जीवन है´ पर आधारित भीलवाड़ा नगर की शाखाओं के संयुक्त
आतिथ्य में राजीव गांधी ऑडिटोरियम में 9 एवं 10 जनवरी को 7 सत्रों में सम्पन्न हुआ।
प्रदेश की 205 शाखाओं से लगभग 1500 सदस्यों ने भाग लिया।
सर्वप्रथम मां
भारती एवं प्रेरणा पुरुष स्वामी विवेकानन्द के चित्र पर माल्यार्पण एवं दीप
प्रज्ज्वलन के पश्चात् अधिवेशन का शुभारम्भ परिषद् की राष्ट्रीय उपाध्यक्ष डॉ.
प्रकाशवती शर्मा की अध्यक्षता में हुआ। सत्र में विशिष्ट अतिथि समाजसेवी, गो-भक्त
एवं प्रसिख उद्योगपति अशोक कोठारी थे।
क्षेत्रीय अध्यक्ष शान्तिलाल पानगड़िया,
राष्ट्रीय मन्त्री (वी.आई.पी. सम्पर्क) राजेन्द्र कोठारी एवं क्षेत्रीय मन्त्री ऋषभ
सुराना ने क्रमश: स्वागत उद्बोधन, अधिवेशन की जानकारी एवं आभार व्यक्त किया।
पद्मश्री
मुज़फ़्फ़र हुसैन ने
`2021 में भारत बनेगा विश्व शक्ति´ विषय पर अपना व्याख्यान दिया।
द्वितीय सत्र `संस्कार´ में प्रदेश की पूर्व मुख्यमन्त्री वसुन्धरा राजे ने महिला
सशक्तिकरण विषय पर भाषण दिया। तृतीय सत्र `सेवा´ की अध्यक्षता राष्ट्रीय उपाध्यक्ष
एस.के. वर्मा ने की। मुख्य वक्ता के रूप में बोलते हुए उन्होंने जल संरक्षण एवं
पर्यावरण संरक्षण पर जोर दिया। चतुर्थ सत्र `संगठन´ की अध्यक्षता राष्ट्रीय
कार्यकारी अध्यक्ष ईश्वरदत्त ओझा ने की। परिषद् के संगठनात्मक
कार्यों व परिषद् के
विज़न 2013 पर चर्चा की गई। इस सत्र में सदस्यों की जिज्ञासाओं का समाधान भी किया गया
समापन एवं सम्मान सत्र में नये चार विकास रत्नों, 20 विकास मित्र, आयोजन समितियों
के संयोजकों, आयोजक प्रान्त, आयोजक शाखाओं, अधिवेशन संयोजक मुकन सिंह राठौड़
कार्यालय सचिव विकास रत्न मोतीलाल वीरावत, दोनों क्षेत्र के श्रेष्ठ प्रान्तों,
सर्वाधिक सहभागिता वाली शाखाओं का सम्मान किया गया एवं स्मृति चिन्ह भेंट किये गये।
विभिन्न सत्रों का सफल संचालन इ.आर.पी. शर्मा, ऋषभ सुराना, गोविन्द राठी, डॉ.
सन्तोष गोधा एवं अनिल चोरडिया ने किया।

Printing of Letter Pads
It may kindly be noted that no office bearer
at any level will get letter pads printed in his / her
name. It should be in the joint names of the office bearers
of Branch, Prant or Centre.
Head of the letter pads used by the office
bearers at all level will be of Saffron colour.
The words "Bharat Vikas Parishad" will
invariably be written in upper-lower case and not all
in capitals.
Logo of the Parishad will always be displayed
without colouring it. The logo can be downloaded
from the Parishad’s website at
www.bvpindia.com/logo_bvp.htm.
The members of the National
Executive will be provided letter pads by the Central
Office. However, members of the Zonal Executive may get them
printed after
obtaining approval of the
Central Office.

Meeting of the National Governing Board:
February, 2010
National Governing Board of the Bharat Vikas Parishad held its
annual meeting at Gwalior on the 20th and 21st February, 2010.
It was attended by 184 members.
The meeting was presided over by Shri R.P. Sharma, National
President who made the introductory remarks and also delivered
the Presidential Address on the concluding session of the
meeting. He declared that in the next year, Parishad will
endeavour to significantly increase the participation of women
and youth in the organisation. To this end, lot more programmes
will be taken for their involvement.
Swami Madhav Prapannacharya graced the
occasion as the Chief Guest. He was main
speaker in the inauguration session. In a
very inspiring discourse, he defined the
true meaning of Parishad's core values of
Sampark, Sahayog, Sanskar, Sewa, and
Samparpan and explained how these are
remarkably interwoven. He emphasised the
need to involve youth in Parishad’s work and
in this context also suggested the need to
institute a Yuva Award. He said that the
fact that the Parishad had invited him - a
young sanyasi whose age may be less than
half of many of the delegates - showed the
direction in which BVP wished to go.
In the
concluding session there was a thought provoking
address by Shri Bhageyaji, all-India Bodik Pramuk of
RSS. He felt that the aim of Parishad is all round
development of body, mind and intellect of each
citizen of the country. For this we all have to work
together. If bad guys are united to play havoc in
the society, the good people also need to get
united. Sampark leads to disciple in the society as
we look for divinity in each person. From here we
move to help i.e. Sahayog, but the help we provide
should not be one time help but a continuous one.
Shri Bhageyaji said that he was glad that the
Parishad was engaged in bringing together
enlightened elite of the society in service of the
nation. He said that for smooth functioning of the
organisation from Branch to Centre, one must first
get ‘selected ’ before he is ‘elected’. There were
1.18 lakhs registered societies in the country.
However, very few of them were functioning in an
organised and systematic manner.
Following were the highlights of the other items
taken up in the meeting:

The minutes
of the last meeting of the NGB held on 14-15th
February, 2009 at Hyderabad were presented and
confirmed.
-
Five new
Vikas Ratna present was facilitated.
-
Shri
Varinder Sabharwal, National Secretary General,
presented his report of activities for the year
2008-09 which was approved by the House.
-
Shri Harish
Jindal, National Finance Secretary, presented
the Audited Accounts for 2008-09 which were
approved.
-
Shri
O.P. Kanoongo, National Auditor General &
Controller of Accounts, presented the status
report on registration and submission of
accounts by the Prants.
-
Prantiya
General Secretaries presented reports on their
activities during the year 2009-10.
-
Shri
Varinder Sabharwal presented the minutes of the
Apex Body held during the 2009-10 which were
approved.
-
Shri Satish
Chandra, National Secretary, Legal &
Disciplinary Matters, presented the proposed
constitutional amendments which were approved.
-
There was a
session for Muktchintan in which Shri R.P.
Sharma, National President responded to the
queries of the members.
-
The meeting
unanimously elected four National Office Bearers
for the years 2010-12: (a)
National President -
Shri Ravindra Pal Sharma, (b) National Working
President - Shri Ishwar Datt Ojha, (c) National
Secretary General - Shri Surinder Kumar Wadhwa,
and (d) National Finance Secretary - Dr. Kanhya
Lal Gupta.

Shri I.D.
Ojha, National Working President, summed up the
entire proceedings. Shri Harish Jindal, National
Finance Secretary, presented the vote of thanks
to the Madhya Bharat East Prant for the
excellent arrangements made by them for the
meeting. From the Host Prant, Shri G.D. Ladha,
Prantiya President replied to the vote of
thanks.

New Team for the
Years 2010-12
The National Governing Board of Bharat Vikas
Parishad, in its meeting held on 20-21 February,
2010 at Gwalior (Madhya Bharat East), unanimously elected
following National Office Bearers for the years

the four posts for which elections were held:

Zonal Conference of Zone-III
All the 3 Prants of Delhi-
East, North and South-organized an all Delhi
Convention of Zone-III with great fanfare at
Hindi Bhawan, Rouse Ave., New Delhi on 20th
December, 2009. Over 300 delegates
participated. The Convention was aptly named
'Sankalp-2013'.
The function started with
Deep Prajjwalan and welcome address by
the Chairman, Shri Mahesh Chand Sharma.
General Secretaries of all the Prants read
out their Reports.
The centre of attention,
however, was H.H. Swami Anubhutanand ji
Maharaj (Akhand Dham) who inaugurated the
proceedings. In his aashirvachan wami
ji congratulated the leaders and workers of
BVP who are doing a laudable job in all
parts of the country. He blessed the
organization and the congregation and prayed
to God Almighty for giving them strength and
su-buddhi for achieving still higher
goals.
Shri I.D.Ojha, National
Working President who was the Chief Guest,
traced the history of BVP from 1963 onwards
when few luminaries including Dr. Suraj
Prakash and Justice H.R.Gupta planted a
sapling of this NGO which has now grown into
a great tree covering the whole of India,
with over 1200 branches & 70,000 members.
"Our Vision of 2013 is 5000 branches with
over 2 lakh members", he said. He was
confident that the target will be achieved.
Others who addressed the
Convention included Shri Varinder Sabharwal,
National Secretary General and Shri
S.K.Wadhwa, National Organising Secretary.
Shri Madan Malik compered the entire
proceedings that started with a Bhajan
sung by Miss Neetu Singh.
Shri
Abhay Jain handed over a cheque to become a
Trustee for Viklang and Diagnostic Centre
being run in Delhi East. Madhu Vihar branch
and Praveen Tayal also donated a sum of Rs.
32000/- for this project.

Holding of Elections for 2010-11
Prantiya Elections
As per election rules, the Zonal Secretary
will be the Zonal Election Officer and he,
in consultation with the Zonal Chairman,
will appoint Returning Officers for holding
of
elections of Prants in their
jurisdiction. The Prantiya elections are to
be completed by 31st January 2010. The
results of the elections be sent by the
Returning Officers to Zonal Election Officer
and a copy of the same to the Central office
as well.
Branch Elections
As per election rules, the Prantiya General
Secretary will be the Prantiya Election
Officer and he, in consultation with the
Prantiya President, will appoint Returning
Officers for holding of
elections of Branches in their
Prant. The elections of branches are to be
completed by
28th
February 2010. The results of the elections
be sent by the Returning Officers to
Prantiya Election Officer with a copy to the
Central office.

Rules for Refund of Delegation /
Registration Fee
While
holding some of the events, the
delegation/ registration fee is fixed by the
organizers. The delegates will pay
delegation / registration fee as fixed. If
any delegate(s) is / are unable to attend
the event, the refund will be made as per
the following rules:
1.
Before 30 days of the commencement of the
event 100%
2.
Before 15 days of the
commencement of the event
75%
3.
Before 7 days of the
commencement of the event
50%
4.
No refund will be made for
less than 7 days on the commencement of the
event.
The fact for not attending
the above event must be given in writing by
post or e-mail so as to reach the convener
of the Event with in time fixed above. This
information is for all concerned.

Shri S.K. Verma on UN Expert Panel
Shri S.K.
Verma IFS (Retd.) Indian National Trust for
Art & Cultural Heritage , Udaipur Chapter has
been appointed as Member on the expert panel
of Indian Heritage Cities Network (IHCN) of
UNESCO-India. Mr. Verma is the Regional
Convenor, INTACH (Indian National Trust for
Art & Culture Heritage), Udaipur Regional
Chapter and Former Principal Chief Conservator
of Forests, Rajasthan State. He is the
National Vice President, Bharat Vikas
Parishad, Delhi and Chairman, WWF (World Wide
Fund), New Delhi's Divisional Committee,
Udaipur.

Registration as NGO with Government of India
The Planning Commission of India has invited all
Voluntary Organizations (VOs)/ Non-Governmental Organizations (NGOs) to register
with them. The registration scheme has been developed in consultation with the
below mentioned Ministries/Departments/Government Bodies. The purpose is to
facilitate VOs / NGOs’ interaction with the Government in connection with their
requests for Government Grants under various schemes of the below mentioned
Ministries/ Departments/ Government Bodies, in the first phase.
Participating
Ministries/Departments/Government Bodies:
Ministry of Culture, Ministry of Health & Family Welfare , Ministry of Social
Justice & Empowerment ‘, Ministry of Tribal Affairs, Ministry of Women & Child
Development , Department of Higher Education, Department of School Education &
Literacy, National AIDS Control Organisation (NACO), Council for Advancement of
People’s Action and Rural Technology (CAPART) and Central Social Welfare Board (CSWB).
Bharat Vikas Parishad, Central Office, is already registered with the Government
under the above scheme. All Branches / Prants and other institutions (i.e.
Charitable Bodies / Trusts / Societies) are also requested to register
themselves with the Government of India under the above scheme by signing up on
http://ngo.india.gov.in.

Appeal to donate
generously for recent flood-affected brethren
in some parts of the country
As you are
aware, States of Andhra Pradesh, Karnataka and
Maharashtra have been badly affected by the
recent floods. The flood situation in Andhra
Pradesh and other States is very critical &
grim and the worst in the living memory. A
large number of affected people have been
moved to the relief camps. Besides, number of
villages have been hit by the floods rendering
lakhs homeless, submerging paddy fields,
drowning livestock thereby causing loss of
human life and property as well.
As a part of our contribution in relief and
rescue operations, Branches of Bharat Vikas
Parishad in the affected areas have already
initiated relief work in those areas.
To channalise these works the Branches of
Bharat Vikas Parishad in Andhra Pradesh have
taken steps to mobilize the BVP people in
relief work to provide medicines, food,
clothing and shelter to the victims of the
floods by organizing relief camps.
However, this human tragedy and national
problem needs help from each one of us. We
earnestly appeal to all the members of the
National Governing Board and through them to
all members of Bharat Vikas Parishad to
contribute whole-heartedly to mitigate the
sufferings of affected brethren.

Extension of Last Date to

per the rules the last date for taking this programme is 15th October, 2009. However,
on requests from various
Prants this year the date has been extended
till 30th November, 2009 keeping in view several
factors like Elections, Swine Flu, and Diwali Holidays etc. All
concerned are, therefore, requested to please
avail this opportunity and take this programme in as many
schools as possible in the extended period.
Please note the new reporting schedule is as follows:

Election Rules for Prants for
2010-11
PROCEDURE
1. The
elections will be held for the posts of President, General Secretary and
Treasurer in all Prants, except those having less than 6 branches.
2. The
Returning Officer for the election will be nominated by the Zonal Election
Officer with the consultation of Zonal Chairman, and his name will be sent to
the Central Office and to the Prantiya General Secretary up to 15.12.2009. The
Returning Officer should not be from the same Prant.
3. (a)
The last date for holding elections shall be 31st January
2010. However, in case of exceptional circumstances, maximum one month’s
extension may be granted by the Zonal Election Officer.
(b)
If the elections are not completed even upto 28th February
2010 the election meeting shall be called by Returning Officer/Zonal Secretary
and elections shall be completed by 31st March
2010.
(c)
If it is not possible to complete elections even by 31st March
2010, the office-bearers shall be nominated by Zone with the approval of the
Centre.
4. (a)
The election will take place in the meeting of the Prantiya Council as it
existed on 31.12.2009. The General Secretary of the Prant / Returning Officer
shall issue 15 day’s notice for this meeting.
(b)
The date and place of the election meeting shall be decided well in time. The
Prantiya General Secretary shall intimate the same to Returning Officer and
Zonal Secretary latest by 31.12.2009.
5. The
General Secretary shall prepare the list of eligible voters as on 31.12.2009 and
shall send it to the Returning Officer and Zonal Secretary by 07.01.2010.
6. The
quorum for the election meeting shall be one-fourth of the total strength of the
members of the Prantiya Council, having voting rights.
7. An
eligible voter may either propose or second any one candidate only. No candidate
shall propose or second any other candidate for any post.
8. The
candidate must be physically present in the election meeting and express his/her
willingness for his/her candidature.
9. In
case of two or more candidates proposed for one post, the election will be
conducted by secret ballot and in case of equal number of votes polled to two or
more candidates for the same post, the result will be taken by draw of lots.
10. (a)
Any objection at the time of election shall be decided by the Returning Officer.
Any
member aggrieved with the decision of the Returning Officer, may file an appeal
within one month to the Chairman National Election Committee, who shall decide
the same within one month.
(b)
The decision of the Chairman National Election Committee will be final and
binding upon all concerned and will not be called in question in any court of
law.
ELIGIBILITY
FOR VOTERS
11. All
the members of the Prantiya Council constituted under Article 17 read with
Article 18 & 19 of the Constitution of the Parishad, which are as under, shall
be eligible to participate and vote in the election:
(i)
The Presidents, Secretaries and Treasures of all the branches.
(ii)
All the nominated delegates of the branches having members exceeding 50.
(iii)
All members of Prantiya Executive Committee.
(iv)
All the President & Secretary of District Committee.
(v)
All the members of National and Zonal Executive who are members in any Branch of
that Prant.
Explanations
(a)
As per Article 17 (ii), the Branch Executive is entitled to nominate one
delegate for every additional membership of 50 or part thereof, to the Prantiya
Council.
(b)
As per rule 27 of the by laws of the Parishad, the number of the Executive
Committee members including office bearers at Prant level shall not exceed the
number of branches in the Prant. Therefore, where there are more members of the
Prant Executive, only members of the Prant Executive mentioned in clause (iii)
above, shall be entitled to participate in the election proceedings and vote, as
many branches, as existed on 31.12.2009 and for the purpose. The list of the
members will start from bottom to top continuously. If any one among those
members is absent or otherwise not eligible to vote he/she will not be
substituted by another person.
(c)
No person will have a right to more than one vote for one post in any
circumstance.
12. Only
those members of the Prantiya Council shall participate in the election meeting,
whose names have been verified from the record of the Central Office as on
31.12.2009.
13. A
member shall be eligible to vote only if he/she has paid all his dues by
31.12.2009 and his branch is also eligible to participate in the election
meeting.
14. Only
those branches will be eligible to participate in the election,
(i)
which have been constituted up to 31.12.2009,
(ii)
which have membership of at least 25 units,
(iii)
which have paid their full Prantiya and Central subscriptions according to the
membership as on 31.12.2009,
(iv)
which have sent the list of all their members to Central Office latest by
31.12.2009.
ELIGIBILITY
FOR THE CANDIDATES
15.
Only that member can be a candidate:
(i)
who is a member of the BVP continuously for 4 complete years,
(ii)
who has been a member of Prantiya Council / Executive for at least one complete
year excluding the current year,
(iii)
whose branch is eligible to participates in the election proceedings.
16. No
member shall be eligible to be elected or nominated as an Office-Bearer in the
following circumstances:-
(i)
if he has been convicted for an offence involving moral turpitude, or
(ii)
if he is an office-bearer of a political party, or
(iii)
if he is addicted to any intoxication, or
(iv)
if he is guilty of "not handing over charge or not rendering account" as an
Office-Bearer at any level at any time, or
(v)
if he has been found guilty of committing financial irregularities at any level
at any time, or
(vi)
if he has not paid all his dues upto 31.12.2009, or
(vii)
if he will attain the age of 75 years as on 31.03.2010, or
(viii) If he or she is found indulging in any undesirable activities.
17. No
Office-Bearer shall be allowed to contest for the same post for third term.

Rules for Branches year: 2010-11
PROCEDURE
1. The

branches, except those constituted on or after 1st October
2009, in such branches the sitting / working office-bearers shall continue.
2. The
Prantiya Election Officer in consultation with the Prantiya President will
nominate the Returning Officer for the election of the office bearers of the
Branches and inform the branch Secretary up to 31st December,
2009. The Returning Officer shall not be the member of the same branch. The
Prantiya Election Officer will be nominated by the Centre.
3. (a)
The last date for holding elections shall be 28th February
2010. However, in case of exceptional circumstances, maximum one month’s
extension may be granted by the Prantiya Election Officer.
(b)
if it is not possible to complete elections even by 31st March
2010, the administrator shall be nominated by the Prantiya Election Officer in
consultation with the Prantiya President, who will ensure the elections are held
within a month.
4. (a)
The election will take place in the meeting of General Body as it existed as on
31.12.2009. For this meeting 10 days notice shall be issued by the Returning
Officer / Branch Secretary.
(b)
The date, time and place of the election meeting shall be decided well in time
by the branch (in consultation with the Returning Officer) and the Branch
Secretary shall intimate the same to the Returning Officer and to the Prantiya
Election Officer by 31st January
2010.
5. The
Branch Secretary shall prepare the list of eligible voters as on 31.12.2009 and
shall send the same to the Prantiya Election Officer and to the Returning
Officer before 31st January
2010.
6. The
quorum for the election meeting shall be one-fourth of the total strength of the
members of the branch having voting rights.
7. An
eligible voter may propose or second any one candidate for one post only. No
candidate shall propose or second any candidate for any post.
8. The
candidate must be physically present in the election meeting and express his
willingness for his candidature.

appeal within one month to the Prantiya Election Officer, who shall submit his
report to the Zonal Secretary for final decision.

concerned and will not be called in question in any Court of Law.

12. A
member shall be eligible to vote only if he has paid all his dues up to
31.12.2009.
13. The
candidate must be a member of the same branch at least for one complete
financial year.
14. No
member shall be eligible to be elected or nominated as an Officer Bearer in the
following circumstances:
(i)
if he has been convicted for an offence involving moral turpitude, or
(ii)
if he is an Office-Bearer of a political party, or
(iii)
if he is addicted to any intoxication, or
(iv)
if he is guilty of "not handing over charge or not rendering account" as an
Officer-Bearer at any level, at any time, or
(v)
if he has been found guilty of committing financial irregularities at any level
at any time, or
(vi)
if he has not paid all his dues up to 31.12.2009, or
(vii)
if he will attain the age of 75 years as on 31.03.2010
(viii) if he or she is found indulging in any indesirable activities.
15.
Office-Bearer may hold the same office normally for two terms only.

Although husband and wife both have individual votes, but only one of them can
contest the election.

National Workshop at
pune (May 2009)
Due to the effective and encouraging results of the previous
year, the Apex Body decided to hold Two Zonal Workshops- One at Chandigarh for
North India and another at Pune for South India in the year 2008-09.
Accordingly, the first Zonal Workshop was held at Swayamber
Mangal Karyalaya, Pune on May 23 and 24, 2009 for the Zonal and Prantiya office
bearers of Zone XII to XVII. The workshop was hosted by Swargate branch and
Shivaji branch Pune jointly (Maharashtra-II). 57 office bearers of M.P. West,
M.P. East, Gujarat, Maharashtra Coastal-I, Maharashtra-II, Goa, Karnataka South,
Tamil Nadu, Kerala (9 states) and all the Zones (XII to XVII) participated in
this Workshop along with the faculties as under:
Zone-XII-9, Zone-XIII-8, Zone-XIV-14, Zone-XV-1, Zone-XVI-3,
Zone-XVII-4, Faculties-14 other-4 : total 57.
The inaugural session was presided over by Dr. Prakashwati
Sharma, National Vice President. Shri I.D. Ojha, National Working President
emphasised the importance of workshop in his introductory remarks. Convenor of
this Workshop, Shri Madhukar Girme welcomed all. Shri Abhishek Dharmadhikari,
the renowned I.A.S officer was the chief guest of this sessions which was
conducted by Smt. Mangla Shivadikar, Zonal Org. Secretary of the host Zone.
In the first session which was presided over by Shri
R.P.Sharma ji, National President, Dr. Prakashwati Sharma, National Vice
President, explained the philosophy, aims and objects of BVP. Shri I.D.Ojha
delivered thought provoking discourse on concepts of Sanskar Prakalp, conduction
of its programme and procedure. Shri K.D.Gupta, Addl. National Ogr. Secretary
General explained about the preparation of yearly calender of BVP activities.
The second session was presided over by National Working
President I.D.Ojha. The subjects discussed were expansion programmes and vision
2013 by Shri S.K.Wadhwa, National Ogr. Secretary, Seminar by Prof. S.P. Tiwari,
Chairman Seminar, Budget, Fundraising by Shri Sampat Khurdia, Zonal Secretary,
Zone-XIV, effective organisation of programmes and Public Relation by Shri
S.K.Verma, National Vice President. This session was conducted by Dr. Champa
Srivastava, National Convener, Workshop.
The third and concluding session was presided over by Shri
R.P. Sharma in which various subjects viz. Expansion of Sewa karya and Samagra
Gram Vikas by Shri S.K. Wadhwa, Registration of Prant and Audit by Shri
O.P.Kanoongo, A.G.&C.A. Responsibilities of office bearers and organisational
structure by Shri N. Daulat Rao, National Addl. Secretary General, Account
keeping & Trust & Properties by Shri Sitaram Pareek, National Addl. Secretary
General, Constitution by Shri Satish Chandra, National Secretary Legal Matters,
Bye Laws & BVP, by Shri S.S. Ashtana, National Addl. Secretary General were
discussed in detail. Material aids like Power Point Presentation, Black board
were used for lively and effective presentation by the faculties.
The Smarika "Sankalp" was released which was published by
Shri D.B. Chitale, Zonal Chairman of host Prant and renowned artist Shri Ramdas was
honourd by Shri Sharmaji for his Rangoli made on this occasion. Various
questions by delegates on organisation, Constitution Bye Laws and on other
subjects were clarified by Shri Sharma ji, in a simple manner. Shri Sharma ji
motivated the delegates for active and regular participation in BVP activities
which should be organised with the interest of the members. The permanent
projects are the back bone for the success of the branches. He informed the
audience regarding, National Award 2009 of Rs. One lakh which will be given on
'Environment'. In this year, Zonal conferences are to be organised during the
month of December. The first and third sessions were conducted by Dr.
R.B. Srivastava, National Secretary Workshop.
At the end Dr. Ajit Gupta, Chairperson, Parivar
Sanskar thanked the host on behalf of the delegates and vote of thanks was given
by Shri Praveen Doshi, Co-Convener of this Workshop.
National Workshop at
Chandigarh (jUNE 2009)
The second National Workshop for the office bearers of Zones
I to XI was held at Indira Holiday Home at Chandigarh on 6 th
and 7th
June hosted by Punjab East. Shri Ajay Dutta the National Secretary was the
convener while Shri H.R. Narang State Zonal Secretary co convener. 119 delegates
including the faculty attended this workshop. Most of the faculty members used
power point presentation for their subjects.
Shri R. P. Sharma, the National President was the Chief Guest
at the inaugural function presided over by Shri I. D. Ojha National Working
President. The President explained the main objectives of the workshop. He
further added that just as recitation of Gita and Ramayana is important so are
such functions. Uniformity in functions should be maintained at all levels.
In the first session National Vice President Smt. Prakashwati
Sharma dwelt in detail on the philosophy, aims and objects of the Parishad. Shri I.D. Ojha explained the concept of Sanskar projects. Shri O.P. Kanoongo, National
Auditor General & Controller of Accounts dealt with the subjects of account and
audit while Shri Harish Jindal Finance Secretary explained as how to prepare the
budget at all levels. This session was conducted by Dr. R.P. Srivastava National
Secretary Workshop. In the second session the following subject were discussed:
Effective organisational programmes, subjects and its
reporting, vision 2013, seminars, public relations etc. The speakers were S/Shri
S.K.Verma, S. K. Wadhwa, Prof. S.P. Tiwari, Dr. K.L. Gupta, This session was
conducted by Smt. Champa Srivastava. Samagra Gram Vikas Yojana, calendar of
activities, registration of Prants, finance managements constitution and Bye
Laws etc were taken up in the 3 rd
session.
M/s. R.P.Gupta, Keshave Datt Gupta, O.P.Kanoogo, Satish
Chandra were main speakers of this session chaired by Shri R.P. Sharma. Shri
Sharma motivated delegates and said that they should leave no stone unturned to
achieve the targets fixed by them.
All the delegates visited BVP diagnostic center, which is a
permanent project of Punjab East, at the same venue and witnessed the programme
for honouring the workers and donors of the centre. In addition to the delegates
500 persons attended this programme. (Separate report of this function is
available in this issue of NITI.)
S/Shri Ajay Dutta, H.R. Narang and S.C. Galhotra,
Prantiya Org. Secretary deserve special praise for hosting the workshop.

Criteria
for evaluation of best top Prant at the National level for the year 2008-09
I.
Qualifying Condition:
i) Minimum
10% increase in the membership of the prant having more than 41 branches
ii) Minimum
15% increase in the membership of the prant having more than 21 to 40 branches
iii) Minimum
20% increase in the membership of the prant having upto 20 branches
II. Points of
Evaluation: Prant found qualified on above basis will be evaluated on the
following points:
i. Number
of increase in Branches over 2008-09 (10 points per branch)
ii. Open
new branch in that district which does not have any branch will be given 1 bonus
point extra per district.
iii. Percentage growth
of membership over last years (2 points per percentage)
iv. a) Prantiya workshop
held upto 30th June 2008

b) Prantiya/ Branch
level workshop held up to Dec.2008 (5 points)
v. Permanent projects:
(10 points per project for category A, 5 points for category B and 3 points

Saluting a Martyr
Major
Rishikesh Ramani , aged 27 years, of 23 Punjab Regiment died in
a fierce gun battle near the LoC in Kupwara district of North
Kashmir on 7th June, 2009. The gun battle took place when the
militants were attempting to sneak into the valley from across the
border. Rishikesh fell to the bullets of militants as he engaged 10
of them in face-to-face combat. He shot dead three militants before
he was gunned down. He valiantly fought the terrorist, and would
have even won the battle had death not cast its shadow over him. He
was among the few Gujaratis to have chosen a career in defence. He
retuned home a martyr.
Shaheed Rishikesh was son of
Shri Vallabhbhai M. Ramani who is our Zonal Secretary of Zone
XIII. Born in Ahmedabad, Rishikesh (fondly known as Tushar)
dreamt of being in defence ever since he was a child. He studied at
the Sainik School in Balachhadi in Jamnagar where he was school
captain for a couple of years. Extremely bright, he was very popular
among his friends and relatives. He scored 85 per cent in class XII.
He was also very good at sports and often played volleyball during
free time. He could have opted to become a doctor, engineer or even
an IAS officer, but he chose defence. He got admitted into the
National Defence Academy in Pune, and later took up training at the
Indian Military Academy in Deharadun. He as a ranker in whatever he
took up. He had recently completed a course in commando training and
was among the top rankers.
The last time Ramani visited home was in March this year. He was
also to get engaged soon and was expected to get married in
December. It is going do be very difficult for the family to
overcome the loss.
When the funeral procession started from his house, thousands of
people standing on either side of the narrow by-lanes that lead to
his home, formed human chains and shouted slogans like “Rishikesh
amar rahain’.
Rishikesh laid down his life to protect the country. Bharat Vikas
Parishad offers its condolences and pays tributes to the young hero
for his supreme sacrifice in service of the Motherland.

absence of such a list, it may not be possible for the Central
Office to continue to send monthly Niti magazine to any member of
that Branch.

All Prantiya General Secretaries
and Branch Secretaries are aware that one time payment of Rs.150/-
in respect of each Branch is required to be remitted to the Central
Office. In case where such a payment has not been made so far, it
is requested affiliation fee is sent to the Central Office at
the earliest.
