Meeting of the National
Governing Board: February,
2009
|
|
National
Governing Board Meeting of Bharat Vikas Parishad
was held at Hyderabad on 14th &
15th February,
2009. It was attended by 147 members. The meeting was
presided over by Shri R.P. Sharma, National President who
made the introductory remarks and also delivered the
Presidential Address on the concluding session of the
meeting. Justice M. Rama Jois was the
Chief Guest who presented the main address.

Following
were the highlights of the meeting:

The
minutes of the last meeting of the NGB were presented and confirmed.
-
Shri
Varinder Sabharwal, National Secretary General, presented his
report of activities for the year 2007-08.
-
Ekal Vidalaya Foundation of India
was presented with
UTKRISHTATA SAMMAN 2007-08
for their excellent work in empowering TRIBAL
and RURAL INDIA. Shri Vijay Maroo, President of the
Foundation accepted the Samman. Shri Subhash Gupta, President of
U.S. Chapter of Ekal Vidyalaya Foundation was also present.

One Vikas
Ratna present was facilitated.

Harish Jindal, National Finance Secretary, presented the Audited
Accounts for 2007-08 which were approved.
Shri O.P.
Kanoongo, National Auditor General & Controller of Accounts,
presented the status report on registration by Prants and maintenance of accounts.

Zonal
Secretaries introduced the
delegates present from their respective zones. Thereafter,
Prantiya General Secretaries presented brief report on their
activities during the year 2008-09.
-
Shri
Varinder Sabharwal presented the minutes of the Apex Body held in
November, 2008 which were approved.
-
Shri
Satish Chandra, National Secretary, Legal & Disciplinary Matters,
presented the proposed constitutional amendments which were
approved.
-
There was
a session for Muktchintan in which Shri R.P. Sharma responded to
the queries of the members.
-
Shri I.D.
Ojha, National Working President, summed up the entire
proceedings. Shri S.K. Verma, National Vice President, presented
the vote of thanks to the Andhra Pradesh West Prant for the
excellent arrangements made by them for the meeting. From the Host
Prant, Shri N.C.P. Kanungo replied to the vote of thanks.

Bharat Vikas Parishad

of their life in strengthening the Organisation.

National Governing Board meeting at

at Hyderabad and they were honoured with the mementos. Remaining

Parishad's
Second Utkrishtata Samman: 2007-08 |
|
During
its annual National Governing Board meeting held
at Hyderabad on the 14th February, 2009, Bharat Vikas Parishad
had the privilege to honour
EKAL VIDYALAYA FOUDATION OF INDIA
with its prestigious
UTKRISHTATA SAMMAN 2007-08
for their excellent work in empowering TRIBAL
and RURAL INDIA. Shri Vijay Maroo, President of the
Foundation accepted the Samman. Shri Subhash Gupta, President of
U.S. Chapter of Ekal Vidyalaya Foundation was also present.
Standing between India’s growth and her becoming a super power,
which this country rightfully deserves, is illiteracy at the grass root level.
Ekal’s mission
is to eradicate illiteracy from rural areas, particularly
amongst tribals, so that the people here can have access to
primary health, child-care, gainful self-employment and to
empower them economically and socially.
It is a vision that embraces integrity, determination and
commitment with 26724 EKAL VIDYALAYAS spread all over India as
on date. To spread the light of knowledge to the remotest
far-flung corners of our country EKAL works in the fields of
Basic education, Health Care education, Developmental education
and Empowerment education.
Bharat Vikas Parishad has instituted annual
Utkrishtata Samman award in memory of its founding Secretary
General Late Dr. Suraj Prakash.
It is the second year of the Award. Last year,
award for 2006-07 was given in the field of "Sanskar"
to two great saints of India.
The
two saints who shared the first
year's award were His Holiness Swami Chidanand Saraswati who is
the President and spiritual head of Parmarth Niketan, Rishikesh
(Uttrakhand) and Shri Raghaveshwara Bharathi
Swami, the present pontiff
of
Shri Ramachandrapura Math,
Gokarna (Karnataka). Both the saints have contributed greatly to
Bharatiya Culture and have worked ceaselessly for its
propagation in Bharat and abroad.
This year's field of selection was "Sewa".
Nominations
received from all over the country were considered by the
Selection Committee
headed by former
Chief
Justice
Ramesh Chand Lahoti. The Committee selected Ekal
Vidyalaya Foundation of India for this year's award.

Justice Ramesh Chand Lahoti, immediate Past
Chief Justice of India, it has been decided to
award this Samman to EKAL VIDYALAYA
FOUNDATION OF INDIA for their outstanding
contribution in the field of education in Tribal
Area.

Meeting of the National Council: December,
2008
The
Second meeting of the National Council of Bharat Vikas
Parishad was held at Hastinapur (U.P.) on 27th and 28th
December, 2008
which was attended by 1,500 delegates.
The meeting was spread over four sessions. In
the first session, National President Shri R.P.
Sharma delivered
the inaugural address.
He emphasised the role of all the office
bearers in implementing the Sanskar and Sewa
projects of the Parishad which are aimed at
proper development of our Nation.

Swami Gyananand Ji Maharaj
of Shrikrishna Kripa Dham Ashram, Vrindavan (U.P.)
was the Chief Speaker in the inaugural
session. He blessed the delegates
in his inspiring address.
Shri I.D. Ojha introduced the
newly
enrolled
Vikas Ratnas who were duly facilitated.
A souvenir was issued on this occasion.
In the second session,
Zonal Secretaries / Chairmen
presented reports in respect of Prants in
their Zones. Subsequently, one General
Secretary (or President) from each of the 17
Zones presented Prantiya Report highlighting
noteworthy and inspiring achievements in
their Prants. |

In
the
evening there was a
captivating cultural programme by Parishad's
members and their families.
On the next day, the
third session
of the meeting was for "Mukt Chintan"
wherein members sought clarifications and made
suggestions. Shri R.P. Sharma, National
President, replied to the questions. He
assured that useful suggestions would be
further considered.

Shri
L. Venkateshwar Lu, Commissioner Meerut
Division, was the Chief Guest in the
concluding session. He spoke about the role of
NGO like Bharat Vikas Parishad in
development of the Nation and the qualities
which its members must embrace.
The Conference concluded
with the address of Ganini Pramukha Ariyka Gyanmati Mata Ji
of Hastinapur. She spoke about the importance of "Ahimsa"
and blessed the delegates in their nation building work.

Election
Rules for Prants for 2009-10
PROCEDURE
1.
The
elections will be held for the posts of
President, Secretary and Treasurer in all
Prants, except those having less than 6
branches.
2.
The
Returning Officer for the election will be
nominated by the Zonal Election Officer with the
consultation of Zonal Chairman, and his name
will be sent to the Central Office and to the
Prantiya General Secretary up to 15.12.2008. The
Returning Officer should not be from the same
Prant.
3.
(a)
The last date for holding elections shall be 31st
January 2009. However, in case of exceptional
circumstances, maximum one month’s extension may
be granted by the Zonal Election Officer. (b) If the
elections are not completed even upto 28th
February 2009, the election meeting shall be
called by Returning Officer/Zonal Secretary and
elections shall be completed by 31st
March 2009. (c) If it is
not possible to complete elections even by 31st
March 2009, the office-bearers shall be
nominated by the Centre.
4. (a) The election
will take place in the meeting of the Prantiya
Council as it existed on 31.12.2008. The
Returning Officer/General Secretary of the Prant
shall issue 15 day’s notice for this meeting.
(b) The date and place of the election meeting
shall be decided well in time. The Prantiya
General Secretary shall intimate the same to
Returning Officer and Zonal Secretary latest by
31.12.2008.
5.
The General Secretary shall prepare the list of
eligible voters as on 31.12.2008 and shall send
it to the Returning Officer and Zonal Secretary
by 07.01.2009.
6.
The quorum for the election meeting shall be
one-fourth of the total strength of the members
of the Prantiya council, having voting rights.
7.
An eligible voter may either propose or second
any one candidate only. No candidate shall
propose or second any other candidate for any
post.
8.
The candidate must be physically present in the
election meeting and express his / her
willingness for his/her candidature.
9.
In case of two or more candidates proposed for
one post, the election will be conducted by
secret ballot and in case of equal number of
votes polled to two or more candidates for the
same post, the result will be taken by draw of
lots.
10.
(a) Any objection at the time of election shall
be decided by the Returning Officer Any member aggrieved with the decision of the
Returning Officer, may file an appeal within one
month to the Chairman National Election
Committee, who shall decide the same with in one
month.
(b) The
decision of the Chairman National Election
Committee will be final and binding upon all
concerned and will not be called in question in
any court of law.
ELIGIBILITY FOR VOTERS
11. All the members of the Prantiya Council
constituted under Article 17 read with Article
18 & 19 of the constitution of the Parishad,
which are as under, shall be eligible to
participate and vote in the election:
(i)
The Presidents, Secretaries and Treasures of
all the branches.
(ii)
All the nominated delegates of the branches
having members exceeding 50.
(iii)
All members of Prantiya Executive Committee.
(iv)
All the member of National and Zonal Executive
who are members in any Branch of that Prant.
Explanations: (a)
As per Article 17(ii), the Branch Executive is
entitled to nominate one delegate for every
additional membership of 50 or part thereof, to
the Prantiya Council.
(b)
As per rule
27 of the by laws of the Parishad, the number of
the Executive Committee members including
office bearers at Prant level shall not exceed
the number of branches in the Prant. Therefore,
where there are more members of the Prant
Executive, so many members of the Prant
Executive mentioned in clause (iii) above, shall
be entitled to participate in the election
proceedings and vote, as many branches, as
existed on 31.12.2008 and for the purpose the
list of the members will start from top to
bottom continuously. If any one among those
members is absent or otherwise not eligible to
vote he/she will not be substituted by another
person.
(c)
No person
will have a right to more than one vote in any
circumstance.
12. Only
those members of the Prantiya Council may
participate in the election meeting, whose
names are on the record of the Central Office as
on 31.12.2008.
13.
A member shall be eligible to vote only if
he/she has paid all his dues by 31.12.2008 and
his branch is also eligible to participate
in the election meeting.
14.
Only those branches will be eligible to
participate in the election
(i)
which have
been constituted by 31.12.2008,
(ii)
which have
membership of at least 25 units,
(iii)
which have
paid their full Prantiya and Central
subscriptions according to the membership on
31.12.2008,
(iv)
which have
sent the list of all their members to Central
Office latest by 31.12.2008.
ELIGIBILITY FOR THE CANDIDATES
15.
Only
that member can be a candidate :
(i)
who is a
member of the BVP continuously for 4 years,
(ii)
who has been
a member of Prantiya Council / Executive for at
list one complete year excluding the current year,
(iii)
whose branch
is eligible to participates in the election
proceedings.
DISQUALIFICATIONS FOR CANDIDATES
16.
No
member shall be eligible to be elected or
nominated as an Office-bearer in the following
circumstances:-
(i)
if he has been convicted for an offence
involving moral turpitude, or
(ii)
if he is an office-bearer of a political party,
or
(iii)
if he is addicted to any intoxication, or
(iv)
if he is guilty of "not handing over
charge or not rendering account" as an
Office-Bearer at any level at any time, or
(v)
if he has been found guilty of committing
financial irregularities at any level at any
time, or
(vi)
if he has not paid all his dues upto 31.12.2008,
or
(vii)
if he will attain the age of 75 years as on
31.03.2009, or
(viii)
if he is the member of two or more branches of
BVP.
17.
No
Office-Bearer shall be allowed to contest for
the same post for third term continuously and for the same post which he was holding earlier.

Election Rules for Branches for
2009-10
PROCEDURE
1.
The
election will be held for the posts of

October 2008. In such branches the sitting /
working office-bearers shall continue.
2.
The Prantiya
Election Officer in consultation with the
Pratiya President will nominate the Returning
Officer for the election of the office bearers
of the branch and inform the branch Secretary up
to 31st December, 2008. The Returning
Officer shall not be the member of the same
branch. The Prantiya Election Officer will be
nominated by the Centre.
3.
(a) The
last date for holding elections shall be 28th
February 2009. However in case of exceptional
circumstances, maximum one month’s extension may
be granted by the Prantiya Election Officer.
(b) if it is not possible to complete elections
even by 31st March 2009, the
administrator shall be nominated by the Prantiya
Election Officer in consultation with the
Prantiya President, who will ensure the election
are held within a month.
4.
(a) The
election will take place in the meeting of
General Body as it existed on 31.12.2008. For
this meeting 10 days notice shall be issued by
the Returning Officer / Branch Secretary.
(b) The date, time and place of the election
meeting shall be decided well in time by the
branch (in consultation with the Returning
Officer) and the Branch Secretary shall intimate
the same to the Returning Officer and to the
Prantiya Election Officer by 31st
January 2009.
5. The Branch Secretary shall prepare
the list of eligible voters as on 31.12.2008 and
shall send the same to the Prantiya Election
Officer and to the Returning Officer before 31st
January 2009.
6. The quorum for the election meeting

12.

The National
Office Bearers Meeting of Bharat Vikas Parishad
was held at Kanpur (U.P.) on 30th and 31st
August 2008. The Meeting was presided over by
Shri R. P. Sharma, National President.
A total of
43 members attended the meeting.

Appeal to donate
generously for flood-affected brethren
in Bihar and Assam

States of Bihar and Assam
have been badly affected by floods this
year. The flood situation
in Bihar this year has been the
worst in the living memory with the Government of India declaring Kosi
floods a "national calamity".
The Kosi
River changed its course following a breach in an
embankment upstream in Nepal, inundating
16 districts of Bihar.
As
swollen Kosi river continues to wreak
havoc, the flood situation remains grim
in Bihar with Supaul, Madhepura, Araria
and Saharsa districts bearing the brunt.
Over 30 lakh people have
been hit by the deluge in four districts
leaving trail of death
and rendering lakhs homeless and
destroying crops, cattle and property worth
crores.
Similarly, in Assam 16 of the
state’s 27 districts have been hit by
the floods. The worst hit districts are Kamrup,
Lakhimpur, Dhemaji, and Morigaon. A
total of 1,346 villages have been hit by the
floods, submerging paddy fields, drowning
livestock, besides causing loss of human life
and property. The floods have affected a land
area of about 2.70 hectares and displacing about
10 lakhs people.
Our branches in
Bihar
and
Assam
have swung into action to provide
medicines, food,
clothing
and
shelter to the victims of the flood by
organising relief camps.
For
immediate relief and rehabilitation of
affected brethren, the Bihar Prant has
set a target to collect a sum of Rs. One
core.
However, this human
tragedy and national calamity needs help
from each one of us.
Shri Varinder Sabharwal, National
Secretary General has
issued an appeal
to contribute whole-heartedly
to help fund the
relief and rehabilitation measures for the flood
affected people of
Bihar
and Assam.

Utkrishtata Samman 2008
In a meeting of the Project Committee, it has been decided
that the next Utkrishtata Samman will be awarded to a
person
who has done excellent work in the field of Sewa. The last
year’s proposals for awarding the Samman were invited from
our members. Their response was very good and a large
number of proposals were received.
Now the proposals are invited for the year 2008 Samman and
we hope to have a good response from our members.
We also request the Prants and Branches:
(a) to give it sufficient space in their
news-letters;
(b) to give wide publicity in local T.V.,
and news papers and also by way of press-releases,
advertisements etc.;
(c) National and Prant Office Bearers to
talk about the Project in all the Meetings, specially the
meetings
attended by the
general public.
Suggestions for making the award more effective are also
invited.
Last date for sending the proposals is extended
to 31.09.2008.

Meeting of the National Executive
Committee: June 2008
National Executive Committee Meeting of Bharat Vikas
Parishad was held at Bharat Vikas Bhawan, Delhi on 28th
and 29th June, 2008.

In the inaugural session, the National President, Shri
R.P. Sharma administered the oath of Dayitava Grahan to
all National Executive members present.
Shri R.P. Sharma briefly explained the objectives of
holding the NEC meeting. He emphasized that this year
the meeting had been planned at June end to give enough
time to the National Secretaries to familiarise
themselves with their new responsibilities, plan their
programmes for the current year and consult all
concerned to finalize venues for holding their all India
programmes.
Shri
I.D. Ojha, National Working President referred to the
successful holding of the four workshops, which
witnessed increased participations of the office bearers
at all levels. He also emphasized the need for the
office bearers to be fully prepared and equipped before
they approach the members or public in their field of
work.
Following the inaugural session, there were sessions on
(a) Sanskar Karya, (b) Sewa Karya, (c) Financial
Matters, and (d) Sampark Karya.
The National Office Bearers presented their reports of
achievements during 2007-08 and also their action plan
for the year 2008-09. Likely dates for holding various
all India functions were also indicated.
A
major highlight of the meeting was discussion on
following Projects, which were proposed to be taken up
as separate projects after due deliberations on
details:

Youth Participation
2.
Seminars
3.
National Essay
Writing & Declamation Contest (for undergraduate
students of Universities and colleges)
In the concluding session, the meeting discussed (a)
measures for expansion of branches, (b) conducting of
workshops and (c) Targets for 2008-09.
In the meeting Shri Harish Jindal and Shri S.S. Jain
announced their membership as Vikas Ratna by donating
Rupees one lakh each.

of Bharat Vikas Parishad:
1) Additional Secretary General incharge of the
Zone
2) Zonal Secretary of the Zone

5&6) President and Secretary of the Branch in
which Trust / Society is situated or Chairman and
Secretary of the City Co-ordination Committee.
All
concerned are requested to include the names
of new office bearers in the list of Trustees /
Executive Members of Society at the earliest and
request them to attend the meetings.

time, the national leadership took a decision to
hold four workshops at different places to make it
more effective and fruitful.
CHANDIGARH
The first such
workshop was held at Indira Holiday Home,
Chandigarh on 19-20 April 2008 for the zones 1-5.
A total of 150 office bearers from 17 states of North India
viz. Delhi, U.P., Uttranchal, Himachal Pradesh,
Haryana, J & K and Punjab attended the workshop
hosted by Punjab East.
The inaugural
session was presided over by Shri I.D. Ojha,
National Working President and the Chief Guest of
the session was Shri Suresh Sharma, M.D. Allengers
Medical System Ltd.
In the first
session National Organizing Secretary Shri Ramanna
delivered a thought provoking discourse on the
philosophy of the Parishad. Other speakers of the
session were Shri R.S. Srivastava, Shri I.D. Ojha
and S.K. Verma who spoke on different topics.
The second session dealt with the responsibilities
of office bearers, finance management,
constitution etc. On 28th April
during the third session Shri S.K. Wadhwa (Sewa
Projects) Shri Keshav Datt Gupta (Membership
Expension), Varinder Sabharwal (Trust &
Properties) and Shri S.K. Verma (reporting &
conduct of meeting) were the speakers. Shri I.D.
Ojha replied to the various questions in Mukta
Chintan.

Four Vikas
Ratnas, were duly honoured during the workshop.

BANGALORE
The National level workshop
2008-09 for the
Prant Zonal and National
office bearers of BVP in the States of
Karnataka, Kerala, Tamilnadu
and Andhara Pradesh was held at
R.V.
Teachers College, Jayanagar
II Block, Bangalore on 31st May and
1st June, 2008. Eight
designated faculty members together with 45
office
bearers from the above four states
participated in the workshop.
The Two-day workshop was
inaugurated by Shri I.D.
Ojha, National
Working President and Shri
K.G. Subbarama Setty,
Patron-Zone XVI at 10
am on 31st May, 08. National Patron
Justice Dr. M. Rama
Jois graced the
occasion and addressed
the gathering. This was followed by business
sessions. Shri S. Ramanna,
National Organising Secretary, explained
the philosophy and objectives
of the Parishad. Shri K.D.Gupta, National
Additional Secretary General
highlighted the duties and responsibilities
of all the office bearers at
the Prant and Zonal level. Shri S.K.Verma,
National Vice President dealt
at length with the procedures in respect of
record keeping, record
managements principles and its maintenance.
Shri Harish Jindal, National
Finance Secretary, covered various
points including-financial
management, budgeting, fund raising, accounts
and audit, Vikas Mitra
/
Ratna and Uttkrishtata Samman etc.
Shri Satish
Chandra, National Secretary
explained the salient features of BVP
constitution and Bye-Laws.
First day's proceeding were
conducted by Shri N.
Daulath Rao, National
Additional Secretary General.
On the next day i.e. Sunday,
1st June, 08 the first session was
chaired by Shri I.D.
Ojha, National Working
President who explained about
the effective mode of
conducting programmes, reporting and Sanskar
projects. This was followed
by deliberations on Sewa projects by Shri
S.K.Wadhwa, National
Additional Secretary General. Dr. Satya Prakash
Tiwari, National Chairman for
Seminars spoke about holding of seminars
and finally concluding
remarks were given by the National Vice
President Shri
S.K.Verma.
The remaining two workshops were held
for Western Zones X to XIV at Ahmedabad
on May 3 & 4, 2008 and for Eastern Zones VI to
IX at Paras Nath on May 10 & 11, 2008.
