Justice Hans Raj
Khanna
Bharat
Vikas Parishad’s Patron Justice Hans Raj
Khanna left for his heavenly abode on 25th
February, 2008 at the age of 95.
Justice Khanna had a long association with Bharat
Vikas Parishad.
He was
Parishad’s National President for 15 years from
April, 1985 to March, 2000. From
April, 2000 he
guided the Parishad as its Patron.
Justice Khanna served as the judge of the
Supreme Court from 1971 to 1977
known
for his courage and independence in decisions.
At the height of the Emergency, the
darkest hour of Indian democracy, at the cost of
his own career he stood like a rock for citizens’
rights.
He became a beacon and a symbol of selfless courage
and lion-hearted resolve to stand up
for dharma, the rule of law,
without regard to personal consequence.
On being superseded for appointment
as Chief Justice of India,
he resigned from the judicial
service.
The New York Times
observed in an editorial dated April 30, 1976, "If
India ever finds its way back to freedom and
democracy, that proud hallmark of its first 18
years, someone will surely erect a monument to
Justice H.R. Khanna of the Supreme Court."
An
eminent jurist and a constitutional expert, he
authored two books, Making of India's
Constitution and Neither Roses nor Thorns
(autobiography).
He was conferred Padma Vibhushan in
1999.
In his sad demise Bharat Vikas
Parishad has lost a philosopher and guide.
He is survived by three sons and a daughter. We pray
to almighty to grant eternal peace to the departed
soul and enough strength to the bereaved family to
bear this irreparable loss.

25th All India
National Conference

The 25th
(Silver Jubilee) All India National Conference of Bharat Vikas
Parishad was held at Gwalior (M.P.) on 29th and
30th December, 2007. The biannual Conference was
attended by over 2,000 delegates from 47 Prants (out of total
54 Prants).
The deliberations were conducted in various sessions spread
over two days. It is noteworthy that the Conference commenced
its proceedings exactly at 10.00 .A. M. on the 29th December,
2007 as scheduled.

Shri Shivraj Singh Chauhan, Chief
Minister of Madhya Pradesh was the Chief Guest at the
Conference. While inaugurating
the Conference, he lauded the multi-faceted work of Bharat
Vikas Parishad for over all development of the Nation. He said
his
Government in Madhya Pradesh had the same agenda for welfare
of the people as that of the Parishad. He felt that if the
Government and the society joined hands for welfare of the
people, it would be excellent. In this connection, he
announced
an initial contribution of Rs. 5 lakhs for establishing
Parishad’s Viklang Rehabilitation Centre at Gwalior.

Swami
Chidanand
Saraswati Ji Maharaj of Parmarth Niketanm, Rishikesh blessed
the delegates and wished speedy
expansion of Parishad’s noble work for spread of Indian
cultural values.
He stated that “Vikas” of
Bharat is possible only
through “Arpan”, “Tarpan” and “Samarpan”. For this we need to
take small steps towards inculcating “sankars” including
respect for our environment.
He
exhorted each of 40,000 members of the Parishad to enroll at
least one member each every year so that the Parishad's
Vision 2013 could be achieved in its Golden Jubilee year.

Shri
Mohan Bhagwat, General Secretary of the RSS was the Chief
Speaker on the first day of the Conference. In his address
he emphasized that for development of our Nation, there has to
be an all round development of each of its citizens - of their
body,
mind and intellect. He believed that for
the progress of our country we have to develop the
spirit of “we” instead of “I’. In this
context, he said no individual is bigger than an organisation
and no organisation is bigger than the mission. He was glad
that the
Parishad was doing excellent work on these lines for all round
progress of the nation.

Shri
I.D. Ojha, National Secretary General presented his report on
various activities and programmes organised during
the years 2006-08. Shri R.P. Sharma, National Working
President also addressed the delegates. |
In the subsequent
sessions, Zonal Secretaries / Prant General Secretaries as
well as National Secretaries of various Projects
presented their reports and awards for exceptional work done
by Zones, Prants or Branches in their fields. These
presentations
continued on the second day of the Conference. There was also
a session for “Mukt Chintan” wherein members sought
clarifications and made suggestions. Shri R.P. Sharma,
National Working President replied to the questions and said
that valuable suggestions offered would be duly considered.
On
Saturday evening there was a captivating cultural programme.
Performances by children on freedom movement,
especially Rani Ki Jhansi, left all delegates inspired and
mesmerised.

The Conference concluded
with the thought provoking address of Dr. Swami Shashwatanand
Ji Maharaj of Kurukshetra.
He said that Parishad is an organisation of the enlightened
elite and the need of the hour is to develop a society of the
enlightened.
Our vikas (development) should be positive and not negative.
Drawing analogy from The Bhagwat Geeta, Swami ji said that we
have to develop the “Parikrisht” intellect of Lord
Krishna and work for service of others and not that of
Duryodhan who cared only
for his own self interests. He emphasized that Bharat was
vishav guru, still is and will always remain so. We have
only to strengthen
our will power and work for service of the disadvantaged.

Mementos were also
presented to the Vikas Ratanas for their contribution to the
permanent
"corpus fund"
of the Parishad.
The successful conclusion
of the Conference reflected the combined efforts of Madhya
Bharat East Prant which was appreciated by all. |

Parishad's First Utkrishtata Samman: 2006-07
|
|
Bharat Vikas Parishad awards its first Utkrishtata Samman
2006-07 in the field of Sanskar to two great saints of
India. . The Award has been constituted in the memory of
Parishad's Founder Secretary General Dr. Suraj Prakash.
Nominations
received from all over the country were considered by the
Selection Committee, which was headed by
(late) Dr. L.M. Singhvi.

The
two saints who share the first year's award are His
Holiness Swami Chidanand Saraswati who is the President
and spiritual head of Parmarth Niketan, Rishikesh (Uttrakhand)
and Shri Raghaveshwara Bharathi Swami, the present pontiff
of Shri Ramachandrapura Math, Gokarna (Karnataka). Both
the saints have contributed greatly to Bharatiya Culture
and have worked ceaselessly for its propagation in Bharat
and abroad. |

Nominations received from all over the country were
considered by the Selection Committee which was headed by
(late) Dr. L.M. Singhvi. Shri Raghveshwar Bharti Mahaswami
Ji of Ramchandrapur Math Karnataka has been honoured for
his excellent work in the field of cow protection,
education, medical services and spiritualism.

Swami
Chidanand Saraswati Ji Maharaj of Parmarth Niketan
Rishikesh has been selected for his excellent work in
value based education, youth welfare and publications on
Hinduism and other cultural and spiritual subjects. He is
running 43 schools in various parts of the country
imparting education with Indian values and sanskars.

A function to honour the awardees was
held in New Delhi on the 14th October 2007. Justice Ramesh
Chandra Lahoti and Mr, Carlos A. Yrigoyen, Ambassador of
Peru were among the dignitaries who were present at the
function. It was a memorable function, which was attended
by over 800 distinguished personalities |

Election Rules for Prants for
2008-09
(As approved by the Apex body)
PROCEDURE
1. The election will
be held for the posts of President, General Secretary and
Treasurer in all Prants except those having less than 6
branches.
2. (a) The last date
for holding elections shall be 31st January 2008. However
in case of exceptional hardship, maximum one month's
extension may be granted by the Central election
committee.
(b) If the
elections are not completed even by 28th February 2008,
the election meeting shall be called by the Returning
officer/Zonal Secretary and elections shall be completed
by 31st March 2008.
(c) If it is not
possible to complete elections even by 31st march 2008,
office-bearers shall be nominated by the center in
consultation with concerned Addl. Secretary General.
3. (a) The election
will take place in the meeting of the Prantiya Council
existed as on 31.12.2007. For this meeting 15 days' notice
shall be issued by the Returning Officer/General Secretary
of the Prant.
(b) The date and
place of the election meeting shall be decided well in
time and General Secretary will intimate the same to
returning Officer and Zonal Secretary latest by 7th
January 2008.
4. The branches
having membership of more than 50 units shall nominate the
delegate(s) to the Prantiya Council according to their
membership of 50 and part thereof by a resolution passed
in executive and shall intimate the same to the concerned
Prantiya General Secretary.
5. The General
Secretary shall prepare the list of eligible voters as on
31.12.2007 and shall send the same to the Central Office
and Zonal Secretary by 15th January 2008.
6. The quorum for
the election meeting shall be one-fourth of the total
strength of the Prantiya Council.
7. An eligible voter
may either propose or second any one candidate only and no
candidate shall propose or second any other canditate for
any post.
8. The candidates
must be physically present in the election meeting.
9. In case of two or
more candidates for one post, the election will be
conducted by secret ballots and in case of equal number of
votes polled by two candidates for the same post, the
result will be taken by draw of lots.
10. (a) Any
objection at the time of election shall be decided by the
Returning Officer.
(b) Any member
aggrieved with the decision of the Returning Officer may
file within one month an appeal to Chairman National
Election Committee, who shall decide the same within one
month.
(c) The
decision of the Chairman National Election Committe will
be final and binding upon all concerned and will not be
called in question in any Court of law.
ELIGIBILITY FOR VOTERS
11. Only so many
members of Prantiya executive, other than ex-officio
members, shall be entitled to participate in the election
proceedings, as many branches existed on 31.12.07 and for
this purpose, the list of members will start from top to
bottom continuously.
12. Only those
members of Prantiya Council may participate in the
election meeting, whose names are on the records of
Central Office on 31.12.07.
13. A members shall
be eligible to vote only if he has paid all his dues by
31.12.07 and his branch is also eligible to participate in
the election meeting.
14. Only those
branches will be eligible to participate in election:-
(i) Which have
been constituted by 31.12.07.
(ii) Which have
membership of atleast 25 units.
(iii) Which have
paid their full Prantiya and Central Subscription
according to membership as on 31.12.2007.
(iv) Which have
sent the list (with addresses) of all their members to
Central Office and Prant latest 31.12.2007.
ELIGIBILITY & DISQUALIFICATIONS FOR CANDIDATES
15. No. member shall
be eligible to be elected or nominated as an
officer-bearer in the following circumstances:-
(i) if he has
been convicted for an offence involving moral turpitude.
(ii) if he is an
office-bearer of a political party.
(iii) if he is
addicted to any intoxication.
(iv) if he is
guilty of "not handing over charge or not rendering
account" as an office-bearer at any level at any time.
(v) if he has
been found guilty of committing financial irregularities
at any time at any level.
(vi) if he has
not paid all his dues upto 31.12.2007.
(vii) if he will
attain the age of 75 years as on 31.03.2008
(viii) if he has
left the Prant/Branch in deficit at any time.
(ix) if he is a
member of two or more branches of BVP.
16. No. office-bearer
shall be allowed to contest for the same post for third
term continuously.
17. Only that member
can be a candidate:-
(i) Who is a
member of BVP for continuously four years with full annual
subscription.
(ii) Who has
been a member of Prantiya Council/Executive for at least
one complete year excluding the current year.
(iii) Whose
branch is eligible to participate in election proceedings.

the Zonal Secretary.
(c) The decision
of the Zonal Excutive Committee will be final and binding
upon all concerned and will not be called in question in
any Court of law.

Dr.
Laxmi Mall Singhvi
Bharat
Vikas Parishad’s Chief Patron Dr. Laxmi Mall
Singhvi left for his heavenly abode on 6th
October, 2007 at the age of 76.
Dr.
Singhvi was an eminent jurist, prominent constitutional
expert, renowned scholar, educationist, historian,
philosopher, a distinguished diplomat and able
Parliamentarian. He was conferred Padma Bhushan in 1998.
Bharat
Vikas Parishad condoles the sad demise of Dr. Singhvi. He
was associated with Bharat Vikas Parishad from its very
inception in 1963. It was he who propounded Parishad’s
first four sutras (maxims)
– Sampark,
Sahyog, Sanskar and Sewa.
He was Parishad’s National President for 12 years from
April, 1973 to March, 1985. On his taking up the
assignment of Indian High Commissioner in United Kingdom,
he continued as its Patron and later guided Parishad’s
work as Chief Patron. In his sad demise Bharat Vikas
Parishad has lost a visionary, philosopher and guide.

Bharat Vikas Parishad Utkrishtata Samman 2007-08
In a
meeting of the project committee it has been decided that
the next Utkrishtata Samman will be awarded to a
person who has done excellent work in the field of Sewa.
The last year proposals for awarding the Samman were
invited from our members. Their response was very good and
a large number of proposals were received.
Now the proposals are
invited for the year 2007-08 Samman and we hope to have a
good response from our members. We also request the Prants
and Branches:-
(a) to give
it sufficient space in their news-letters.
(b) to give
wide publicity in local T.V., and news papers and also by
way of press-releases, advertisements etc.
(c) National
and Prant Office Bearers to talk about the Project in all
the meetings, specially the meetings attended by the
general public.
Suggestions for making the award more
effective are also invited. Last date for sending the
proposals is 31.12.2007.

Appeal
Assam is reeling under devastating floods. Till
now almost 55 lakh people are affected by flood and most
of them have taken shelter in makeshift camps on National
Highways & High Ground. Many persons & animals have died
and property worth crores has been damaged/destroyed.
People are now living in misery.

- Date extended for concessional enrolment
The National Executive Committee
Meeting of the Parishad held on 28th -29th April
2007 at Delhi, expressed the view that more and more
members be enrolled as “Vikas Mitras”. It was
decided that the enrolment fee of Rs. 5100/- per head
should remain in place provided 5 or more persons join the
scheme collectively in one lot. However, for members less
than 5 joining the scheme be charged @ Rs.7100/- per head.
The National Executive Committee members felt that it
should be made compulsory for every NGB member to join the
scheme at the earliest by paying Rs.5100/- per head.
It was further decided that the
above facility be extended upto 30th September
2007 and thereafter every body who so ever joins the
scheme be charged @Rs.7100/- per head by way of a
cheque/draft drawn in favour of Bharat Vikas Parishad
payble at Delhi.
This is for kind information of all Members of
BVP with the request to please join “Vikas Mitra” scheme
at the earliest.

Meeting of the National Executive
Committee: April, 2007

National
Executive Committee Meeting of Bharat Vikas Parishad
was held at Bharat Vikas Bhawan, Delhi on 28th &
29th April
– 2007. The meeting was attended by 60 NEC members.

The National Working President, Shri R.P. Sharma explained in
detail the Purpose and Objectives of holding the NEC
Meeting. He also informed the members that as per
established norms and traditions the NEC meeting is
normally held in the beginning of the year i.e. April
every year. He further requested the members to
participate in the deliberations of the meeting and extend
their valuable advice and suggestions to enable the
Central Office to implement the programmes and projects of
the Parishad in a befitting manner in the ensuing year
2007-08.
Separate
sessions were held on Sanskar and Sewa Karya Financial
matters were discussed by Finance Secretary, Shri Varinder
Sabbarwal. Constitution and Byelaws, Audit/Accounts and
Sampark karya were also discussed by respective in
charges.
Shri Swadesh
Arora, Member Advisory Board presented information
regarding growth of membership and branches.
The meeting
concluded with vote of thanks by the Secretary General
Shri I.D. Ojha.

Vikas Ratna
After an encouraging response for enrolling Vikas Mitra, a
decision was taken to introduce a distinction of ‘Vikas
Ratna’.
A
person will have the honour of being called ‘Vikas Ratna’
if he / she pays a sum of Rs. One lakh by Cheque/Draft or
Rs. One lakh fifty thausand in the shape of an
advertisement to the Parishad.
Vikas Ratna will enjoy the following privileges:
1. He will be given an Identity Card.
2. He will be honoured with a Memento
3. He will be treated as a special invitee in the
functions of Bharat Vikas Parishad at National level.
4. He will be a corporate member of Bharat Vikas Parishad
at National level.
5. He will receive Parishad’s literature regularly.
The scheme of “Vikas Ratna” was launched in the month of
Feb. 2007 at Chandigarh during the NGB meeting. The
response has been very encouraging and till 31st May 2007,
9 distinguished persons have enrolled them-selves as
“Vikas Ratna”.
The funds so collected from “Vikas Mitra & Ratna” scheme
will be kept separately in the form of “Corpus Fund” for
meeting urgent needs of people during National Calamities.
the
interest earned thereof will be utilised for Sanskar /
Sewa Projects of the Parishad .
The members of the Parishad are
requested to please join the Vikas Ratna Scheme by paying
requisite amount as mentioned above by way of a cheque /
draft drawn in favour of Bharat Vikas Parishad payble at
Delhi. The donations to the Parishad are exempted under
section 80-G of income tax act.

Financial
Guidelines for Prants
1)
Amount
comes to the prant through the following three ways:
(a) Prant share
(b) Central share
(c) Donations
2)
Prant
Share:
Prants will receive the Prant share from branches against
receipts and deposit the same in bank in saving bank
account to be operated upon by any two of the following
three office bearers namely: President, General Secretary
and Treasurer.
3) The Prant Share will be as
decided in the Prant Council meeting.
4) The Prant share will be
used for the following purposes:
(a) Printing of literature
(b) Printing of stationery
(c) Tour Expenses
(d) Aid to branches
(e) Aid to projects of the prants
5)
Expenditure Account:
(a) All bills / payments above Rs. 1500/- will be
made by cheques.
(b) Amount upto Rs. 500/- will be sanctioned by
Treasurer
(c) Amount above Rs.500/- will be sanctioned by
two Office
Bearers out of the three namely: President,
General Secretary
and Treasurer.
(d) All payments made or due will be placed before
Executive Committee for approval and sanction.
6)
Central
Share: The Central Share received by the Prant from
the Branch will be sent to the Centre by payees account
draft only.
7)
Donation
Account: will be of two kinds: one donation received
from branches for particular purpose and second donation
collected by the Prant.

can make collections through Souvenirs, Advertisements and
donations in cash / cheques / drafts from donors directly
against receipts. Donations from donors will be of more
than Rs. Ten Thousand from one donor.
Donations from advertisements can be shared by the Prant
and branch as mutually agreed and decided.
While
doing Prant projects, the Prant, with the help of branch
where project is to be held, can make collection and the
said collection will be shared as mutually decided.
8) No Prant Office Bearer on his own will grant
help to any branch or person or to any project unless
passed and sanctioned by the Prant Executive.
9)
Treasurer: The Prant Treasurer is responsible for all
accounts of the Prant. He will maintain or get maintained
cash books, ledger etc. and will keep in record, all
vouchers over which payment has been and is to be made.
He
will also be responsible for getting the Prant accounts
audited from Chartered Accountant and submit a copy
thereof to the Central Office.
Attention all prant & branch office bearers
All Prants/ Branches are advised to deposit
their Central Share and other dues through any local
branch of State Bank of India into the Bharat Vikas
Parishad's account No.
30061802477 (with Prashant Vihar
branch of S.B.I., Delhi) and forward a copy of the
counterfoil of the deposit slip to the Central Office. In
case Central Share is deposited, the lists of members may
also be forwarded separately.
It is an All India A/c and money can be deposited in
any Branch of State Bank of India all over India.
